Jakarta Provincial Government Pushes BUMDs to Optimise Asset Utilisation

Jakarta’s Assistant for Economy and Finance, Suharini Eliawati, has confirmed that all Regional-Owned Enterprises (BUMDs) are being pushed to optimise asset utilisation and create breakthroughs to improve the companies’ financial structures. This move is in line with the instruction of Governor Pramono Anung, who has given BUMDs the freedom to innovate in order to be independent while continuing to contribute to regional development. “BUMD innovation in utilising assets and making breakthroughs to improve their companies is an integral part of the 2027 planning,” Eliawati said in a statement in Jakarta on Saturday. She noted that efforts to supervise and evaluate BUMD performance have been carried out measurably through a digital monitoring system since 2025. “Each BUMD has targets and tasks that are monitored via a dashboard. With this system, we can mitigate more quickly if there is a deviation from the set targets,” Eliawati stated. Facing the challenges of the 2027 budget posture, she expressed optimism that the performance and contribution of BUMDs to the Regional Original Income (PAD) will continue to improve, especially with increasingly solid coaching synergy. “With the role of the BUMD Supervisory Board, whose communication is currently very good with our BUMD colleagues, we are optimistic that conditions in 2027 will be much better,” Eliawati said. Deputy Speaker of the Jakarta DPRD, Basri Baco, suggested a concrete step would be to partner with the private sector to maximise the potential of idle land owned by BUMDs. According to him, many regional assets remain under-optimised, including vacant land at PT Pembangunan Jaya Ancol and several markets under the auspices of Perumda Pasar Jaya that require revitalisation but are constrained by budget limitations. To address this, Baco proposed that BUMDs create flexible partnership schemes with the private sector. Nevertheless, he acknowledged that the unstable economic conditions could pose particular challenges for the Jakarta Provincial Government and the business world. Therefore, Baco urged all Jakarta BUMDs to cut bureaucracy, including by not complicating cooperation rules.
