Jakarta Provincial Government Pushes BUMDs to Optimise Asset Utilisation

Jakarta (ANTARA) - Suharini Eliawati, Assistant for Economic and Financial Affairs at the Jakarta Provincial Regional Secretariat, has affirmed that all regional-owned enterprises (BUMD) are being pushed to optimise asset utilisation and create breakthroughs in order to restore the financial health of their companies.

The move follows an instruction from Governor Pramono Anung granting BUMD the freedom to innovate and become self-reliant, whilst still contributing to regional development.

“BUMD innovation in utilising assets and making breakthroughs to improve their companies’ health is an inseparable part of planning for 2027,” said Eliawati in a statement issued in Jakarta on Saturday.

She said oversight and evaluation of BUMD performance is carried out in a measurable way through a digital monitoring system that has been in place since 2025.

“Every BUMD has targets and tasks monitored through a dashboard. With this system, we can mitigate more quickly if deviations occur from the set targets,” said Eliawati.

On the other hand, facing budget posture challenges in 2027, she expressed optimism that BUMD performance and their contribution to Regional Own-Source Revenue (PAD) will continue to improve, especially with increasingly solid coaching synergies.

“With the role of the BUMD Development Board (BP), whose communication with BUMD colleagues is currently very good, we are optimistic that conditions in 2027 will be far better,” said Eliawati.

“Concretely, this means partnering with the private sector to maximise the potential and vacant land owned by BUMD,” said Basri Baco, Deputy Speaker of the Jakarta Provincial Regional Council (DPRD DKI).

According to him, there are many regional assets that remain underutilised, including vacant land at PT Pembangunan Jaya Ancol and a number of markets under Perumda Pasar Jaya that are in need of revitalisation but constrained by budget.

To that end, Baco proposed that BUMD establish flexible partnership schemes with the private sector.

Nevertheless, he acknowledged that the still-unstable economic conditions could pose their own challenges for the Jakarta Provincial Government and the business world.

Therefore, Baco called on all Jakarta BUMD to cut bureaucracy, including by not complicating the rules governing cooperation agreements.
