Jakarta Police Support Constitutional Rights, Urge Protesters to Follow Rules
Polda Metro Jaya has affirmed its support for citizens’ constitutional right to express opinions in public, while urging demonstrators to comply with existing regulations. “We also urge participants to adhere to Article 10 of Law Number 9 of 1998 by submitting a written notice of the rally directly to police officers,” said Polda Metro Jaya Head of Public Relations, Commissioner Budi Hermanto, in the Senayan area of Central Jakarta on Monday (15/6/2026).
Police appealed for rally organisers to provide notification a maximum of three times 24 hours before the planned demonstration. This allows officers to prepare security measures, including traffic management. “This is to communicate the concept of the rally, the location, and the number of participants. It ensures the event runs smoothly, safely, and that other community activities remain orderly and secure,” he added.
Polda Metro Jaya also urged protesters not to be easily provoked, and instructed security personnel to remain calm. “We have all heard the 18 directives from the Metro Jaya Police Chief. The essence is that officers providing security must be patient, humane, and not provoked. The aspirations of the students must be conveyed safely and peacefully,” Budi stated.
Budi confirmed that police personnel are prohibited from using firearms while overseeing the demonstration. The priority is to ensure that the aspirations are properly channelled. “The directives clearly state there is to be no use of firearms. The Chief of Polda Metro Jaya emphasised this during the roll call,” he said. “Our main priority in providing security is to give space for these aspirations to be conveyed properly and to communicate the demands.”
Today’s mass action is centred at several points, including the DPR/MPR Building, the Monas intersection, Bundaran HI, Dukuh Atas, and the National Nutrition Agency (BGN) office in Central Jakarta. “We urge all rally participants to maintain public order and protect public facilities. Know that the aspirations you convey will be safeguarded by us,” he stated.
Polda Metro Jaya stressed that the police are not the enemy of the demonstrators. They hope the student rally proceeds in an orderly and safe manner. “We who provide security are not your enemies; we are partners, we are allies. This is our commitment, along with Kodam Jaya, to ensure this rally is safe, peaceful, and under control,” Budi said.
He explained that the security preparations were based on intelligence analysis and cyber patrols. “We need to explain to the media and the public that Polda Metro Jaya prepared this security plan based on intelligence data and analysis, including cyber patrols and monitoring of social media flyers that you and the public may have also received,” he added. “So, our readiness to manage the public expression of aspirations is informed by these flyers, as we all know.”
