Jakarta Police need reforming

Rakyat Merdeka of Oct. 23 reported that Jakarta Police chief
Noegroho Djajoesman told the media he had established a fact-
finding team to investigate the attack on Jakarta Hospital. Is
this pretending to be stupid or really stupid? What is the use of
forming a team called a fact-finding team? Please read the
Criminal Code, Sir!

Paragraph I articles 1 to 4 mention the general stipulations
on investigation.

Paragraph I Article 4 says an investigator is an official of
the National Police who receives the authority by virtue of the
law to carry out an investigation.

Paragraph I Article 5 refers to the general stipulations on
the explanation of investigations.

It is thus very clear that it is his duty. There is no need to
establish a team. It is pure nonsense. The facts have borne out
that the doers are the police whose organizational structure is
clear. What is a fact-finding team for? It is incompetent!

The establishment of a fact-finding team by the Jakarta Police
chief is only proof that the organization and the administrative
system of the Jakarta Police is chaotic. Their internal affairs
do not function as they should so they do not know which police
unit attacked the Jakarta Hospital.

At the time of writing this letter, 48 hours have passed and
still it is not known who the criminal protagonists were who led
the attack and who placed a bomb in the hospital's mortuary.

The Jakarta Police must really be reformed immediately.
