JAKARTA (JP): National Police Chief Gen. Banurusman said
yesterday his office has received proposals from five privately-
owned developers who are interested in the planned renovation of
the City Police Headquarters.
The renovation is to be done under a land barter agreement
with a privately-owned developer.
"In fact, a larger number of developers are interested in
procuring the project but so far only five have submitted their
proposals," Banurusman told reporters after attending an annual
police campaign for children at the City Police Headquarters.
Hundreds of kindergarten students around the city participated
in the ceremony, which marked the launching of this year's
campaign called Police, the Children's Friends.
"For the time being, we're still calculating our total assets
in the area and the proposed amount of compensation we will get
from the deal," he said.
He said he expects the assessment work to be completed this
year.
Green light
Based on the rough planning outline which has received a green
light from Armed Forces (ABRI) Commander-in-Chief Gen. Feisal
Tanjung, the City Police Force will get a new 20-story building
under a land barter agreement with a privately-owned company.
The new, multi-story office building will be constructed on
the plot of land on Jl. Gatot Subroto where the City Police
Headquarters now stands.
It will be built by a developer, which will receive four
hectares of the existing 14-hectare plot, as compensation.
The four-hectare plot to be given to the private company is
the area facing Jl. Jendral Sudirman. This land is now occupied
by the offices of the City Police Force chief and his staff, the
crime investigation unit, the rapid response team, the
information service, the personnel directorate, the military
police and crime-desk reporters.
The huge field used for police exercises, ceremonies and other
events will also have to be divided under the agreement.
The City Police Headquarters, although still in good
condition, does not integrate all of agencies housed at the
headquarters.
"We have been dreaming of having a modern headquarters in the
city, as stipulated in our plan to have well-equipped facilities
and an adequate number of personnel," Banurusman said.
He added that he was 60 percent certain at this point that the
dream was close to becoming a reality through the land barter
agreement approach.
Rumor
Gen. Banarusman, who emphasized that no decisions on who would
get the project had been made yet, refused to name the five
companies which have already made offers.
When asked to confirm reports about the possible involvement
of noted tycoon Liem Sioe Liong in the project, Banurusman
replied: "There are lots of developers interested."
Rumors have been circulating recently that the four-hectare
site has been given to a firm jointly controlled by Liem Sioe
Liong and another noted businessman.
Banurusman also refused yesterday to give any details on the
possible usage of the four hectare site along Jakarta's main
thoroughfare. "We have no idea what the developer will build at
the site."
Rumor has it that a hotel or office buildings will be built
there.
The 1985-2005 City Spatial Plan lists the area as a site for
