Jakarta High Prosecutor's Office Names 3 Suspects in Corruption Case at the Ministry of Public Works

JAKARTA, KOMPAS.com - The Jakarta High Prosecutor’s Office (Kejati DKI Jakarta) named three suspects in a case of alleged bribery and abuse of power in connection with several projects at the Directorate General (Dirjen) of the Ministry of Public Works (PU) on Thursday (21 May 2026). The Head of the Legal Information Section at Kejati DKI Jakarta, Dapot Dariarma, said one suspect is Dwi Purwantoro, who had served as Director General of Water Resources (Ditjen SDA) from July 2025 to January 2026. ‘Investigators from Kejati DKI Jakarta’s Special Crimes Unit have named a suspect and ordered detention for DP in a case of suspected corruption involving extortion and/or bribery and/or gratification and/or abuse of power in several projects under Dirjen SDA KemenPU,’ Dapot said at Kejati DKI Jakarta, Thursday. In addition to Dwi, Kejati DKI Jakarta also named the Secretary of the Directorate General of Cipta Karya, Riono Suprapto, and a Government Official in Charge of Implementation (PPK) of the Directorate General of Cipta Karya with initials AS as suspects. The two are suspected of involvement in corruption related to the execution of the routine expenditure budget of the Directorate General of Cipta Karya through engineered fictitious projects, resulting in state losses. ‘Brothers RS and AS have together manipulated fictitious projects at the Secretariat General of Cipta Karya for the 2023 and 2024 period, with state losses of at least more than Rp 16 billion,’ explained Dapot. Dwi is accused of violating Article 12 letter e and/or Article 12 letter a subsidiarily Article 12 letter b or Article 12B paragraph (1) and (2) of Law Number 31 of 1999 as amended by Law Number 20 of 2001 on the Eradication of Corruption, as well as Article 605 paragraph (2) or Article 606 paragraph (2) of Law Number 1 of 2023 on the Criminal Code (KUHP). He was detained for 20 days at Salemba Detention Centre, a branch of the State Detention Centre Jakarta Selatan. The two others were detained at Cipinang Detention Centre, East Jakarta, for 20 days. Earlier, it was reported that investigators from the Special Crimes Department of Kejati DKI Jakarta conducted a raid at the Ministry of Public Works in South Jakarta, specifically several rooms in the Directorate General of Water Resources and the Directorate General of Cipta Karya, on Thursday (9 April 2026). The raid was conducted under investigation order number PRINT-09/M.1/Fd.1/04/2026 dated 9 April 2026. Several documents and electronic devices were taken in large suitcases after six hours of searching. At the time, Kasipenkum Kejati DKI Jakarta said they were examining suspected corruption in several items from the 2023-2024 budget year. Responding to the raid, the Minister of Public Works, Dody Hanggodo, said he did not know which case the investigators were examining. He only allowed investigators to inspect several rooms, including his own. ‘They did not speak about the matter. They just want to conduct an in-depth review, that’s all.
