Jakarta Governor Pramono Issues New Gubernatorial Regulation on Floor Area Ratio, Demands End to 'Grey Areas' in Permitting

Jakarta Governor Pramono Anung has demanded an end to unclear regulations in the permitting process related to the Floor Area Ratio (FAR) in Jakarta. Pramono stated that his administration created the Gubernatorial Regulation on FAR to improve licensing governance and provide certainty for business actors seeking to increase their FAR value. This was conveyed during the dissemination of DKI Jakarta Gubernatorial Regulation Number 11 of 2026 concerning the provision of incentives and imposition of disincentives in increasing FAR values at City Hall on Tuesday (7/7/2026). “I have asked for the grey areas to be eliminated. Transparency is the keyword for building Jakarta,” Pramono said. According to Pramono, the drafting of the new regulation was based on various reports and inputs regarding the process of managing FAR, the Principle Approval Letter for Land Acquisition (SP3L), and a number of other services that were still considered to face obstacles and were not yet fully transparent. He requested that the service process have a clear time limit. Pramono even asked that processing through the new mechanism be completed within 15 days. “I am asking, can this be made transparent, open, and with clear timing for anyone who will manage this?” he said. Pramono considers transparency to be important capital for Jakarta to build public trust. According to him, good regulations will not run optimally if the public still doubts the government’s service process. “No matter how good the regulation is, it is useless if you do not have trust in the DKI Jakarta Provincial Government,” he said. In drafting the Gubernatorial Regulation, Pramono mentioned that the DKI Provincial Government also involved supervisory institutions, including the Corruption Eradication Commission (KPK) and the Financial and Development Supervisory Agency (BPKP), so that the regulation could strengthen governance.
