Jakarta Government Voices Efforts to Prevent Violence on University Campuses
The Jakarta Provincial Department for Women’s Empowerment, Child Protection, and Population Control (PPAPP) continues to advocate for prevention and handling measures regarding violence cases, especially within university environments.
“Cases of violence are occurring, including within higher education. Universities must be transformed into spaces for growth, learning, and creativity that are free from violence,” stated the Head of the Jakarta PPAPP, Dwi Oktavia, during a socialisation event on the Prevention of Violence Against Women in Higher Education in Jakarta on Tuesday.
The Women and Children Service Centre (UPT PPPA) reported receiving 2,26lag 2,269 complaints regarding violence against women and children throughout 2025. Of these cases, 46 per cent of the victims were women.
“We do not want violence to continue occurring, therefore there must be more comprehensive prevention and handling efforts,” said Dwi.
From a policy perspective, she noted that regulations are already in place to oversee all prevention and handling efforts, including Law Number 12 of 2022 on Sexual Violence Crimes, as well as the Ministry of Education, Culture, Research, and Technology Regulation Number 55 of 2024 regarding the Prevention and Handling of Sexual Violence in Higher Education Environments.
This commitment is being realised through the designation of the DKI Jakarta Province as a national pilot programme area for the implementation of integrated services for women and children.
This step was marked by the signing of a Joint Decree (SKB) by seven ministries and state institutions on 4 June 2026.
“The hope is that through this piloting, a service standard can be developed to serve as a reference and benchmark for other provinces and regencies/cities across Indonesia,” Dwi expressed.
Furthermore, she added that preventing violence, particularly on campus, also requires the active role of students to help maintain a campus environment free from violence.
