Jakarta Government to Shut Down Illegal Dumpsite Where Firefighter Died

The head of the Cipayung fire department, Andriyono, died while tackling a fire at a pile of rubbish in Kampung Dukuh, Kramat Jati, East Jakarta. The site is an illegal dumpsite. Head of the DKI Jakarta Communication, Informatics, and Statistics Agency, Marulina Dewi, stated that the land had frequently been used for illegal waste disposal, leading to the accumulation of rubbish. The waste at the location will be removed. “In line with the post-fire handling, the DKI Jakarta Environmental Agency will gradually remove the waste,” Marulina said in a statement on Monday. In the first phase, the agency will remove waste from areas unaffected by the fire. The next phase will involve clearing the fire-affected area once it is declared safe by the Jakarta Fire and Rescue Agency. To prevent repeated illegal dumping, the Jakarta provincial government will tighten supervision during the waste removal process. Those who dump waste at the illegal site will also face penalties. “Starting Monday, Civil Service Investigators from the Environmental Agency and Satpol PP will conduct an investigation at the fire site. Parties who illegally dump waste will face strict sanctions,” Marulina stated. Marulina also urged the public not to dispose of waste at the site or on any land not designated for it. The Jakarta provincial government currently prohibits open dumping, especially at illegal dumpsites. “In accordance with Gubernatorial Instruction Number 5 of 2026, the Jakarta provincial government continues to encourage changes in waste management patterns through the sorting, transporting, processing, and utilising movement, and has prepared various waste processing facilities, including 3R (Reduce, Reuse, Recycle) sites, so that only residual waste is sent to the Bantargebang Integrated Waste Treatment Facility,” she said. As of Sunday afternoon, the Fire and Rescue Agency was still conducting cooling operations to prevent the spread of remaining fire beneath the waste pile. Although the main fire has been extinguished, handling continues because the burned material consists of piles of rubbish. According to Marulina, embers can still ignite in the lower layers even if the surface appears extinguished. Firefighters have opened several points in the waste pile to allow water to reach the lower layers and extinguish the remaining embers. “The current focus of the operation is the fire beneath the waste pile. The surface may already be wet, but there is still a significant amount of smoke. This indicates there is still potential for the fire to spread to a depth of about one to two metres,” she said. The Jakarta provincial government expressed deep condolences over the death of Cipayung Fire Department Head Andriyono, who died while on duty extinguishing the waste pile fire on Jalan Penggilingan Baru, Dukuh Urban Village, Kramat Jati District, East Jakarta, on Saturday. “We extend our deepest condolences to the family of the deceased and will ensure the fulfilment of the deceased’s rights in accordance with applicable regulations,” said Head of the Jakarta Fire and Rescue Agency, Bayu Megantara. Bayu explained that his agency received a fire report on Saturday morning. A total of 10 fire engines and 50 personnel were immediately deployed to the location. During the operation, the deceased was tasked with finding a water source as part of operational support and was not directly at the fire suppression point. “While connecting the hose, the deceased suddenly complained of chest pain. Colleagues immediately requested medical assistance. The deceased received initial treatment at the scene before being evacuated to Harapan Bunda Hospital and was pronounced dead at 1.30 p.m. Western Indonesia Time. The deceased was known to have a history of heart disease,” Bayu revealed.
