Jakarta Government Develops Creative Financing Scheme for Bantargebang TPST

The Jakarta Provincial Government is developing a creative financing scheme as an additional source of funding to support the transformation of the Bantargebang Integrated Waste Treatment Facility (TPST). This scheme supplements financing from the Regional Revenue and Expenditure Budget (APBD) and other sources to accelerate the implementation of a controlled landfill system towards zero open dumping. “The transformation of the Bantargebang TPST remains supported by the APBD and other sources of financing. Creative financing is one of the supporting schemes to broaden collaboration and accelerate the provision of needed facilities,” said Head of the Jakarta Environment Agency Dudi Gardesi Asikin in a statement on Friday. He stated that the creative financing scheme is part of the provincial government’s strategy to expand financing support for improving the city’s waste management. Through the optimisation of the APBD and collaboration with the business sector, the transformation of Bantargebang TPST is expected to proceed in a gradual, measurable, and sustainable manner. Dudi mentioned that initial collaboration with the business sector is realised through the provision of cover material and geomembrane to support the implementation of controlled landfill operations. This material is required to make waste management in the disposal zones more controlled. He further explained that under the controlled landfill system, waste is no longer simply piled up in the open. Placement and compaction of waste are carried out more systematically, followed by periodic covering with specific materials to reduce odour, fire risk, environmental disturbance, and the potential for landslides. In this collaboration, PT Indocement Tunggal Prakarsa and PT Pertamina Retail have contributed by providing cover material and geomembrane to support the transformation of the Bantargebang TPST. According to Dudi, this support is a tangible example of synergy between the government and the business sector in strengthening Jakarta’s waste management. He stressed that the involvement of the business sector does not replace the government’s responsibility. Instead, this collaboration reinforces the various efforts that have been undertaken through the APBD and other financing sources. “The transformation of the Bantargebang TPST requires joint efforts. The broader the collaboration established, the greater the support to realise waste management that is safer, more modern, and environmentally friendly,” Dudi concluded.
