Jakarta DPRD Urges Equitable Development, Prioritising Suburban Infrastructure Amid Budget Constraints

The Jakarta Regional House of Representatives (DPRD) has reminded the city administration that fiscal limitations in the 2027 Regional Budget (APBD) must not hinder development that addresses the basic needs of the community. The Provincial Government has been asked to prioritise programmes with a direct impact on residents amid increasingly constrained budget space.

Yuke Yurike, Chair of Commission D of the Jakarta DPRD, stated that fiscal constraints must be met by establishing clear priorities, particularly in the basic infrastructure sector, such as local roads, waterways, pavements, pedestrian bridges (JPOs), and flood control. ‘With the existing fiscal limitations, the Highways Department and the Water Resources Department must truly prioritise programmes that have the most impact on the community,’ Yuke said following a discussion on the General Budget Policy and Provisional Budget Ceiling Priorities (KUA-PPAS) in Jakarta on Friday (24/7).

According to Yuke, the KUA-PPAS discussion is a crucial stage to ensure budget allocations are directed at the most urgent needs. She asserted that the aspirations gathered by DPRD members during the recess period must serve as one of the main references in determining development programmes for the coming year. As a legislator representing the South Jakarta electoral district, Yuke noted that the majority of residents’ complaints still relate to damaged local roads, drainage channels, and other basic infrastructure under the authority of the Highways Department and the Water Resources Department (SDA).

Consequently, Commission D has requested that regional agencies openly disclose any budget constraints that prevent community proposals from being accommodated. This would allow the DPRD to seek solutions through discussions within the Budget Committee (Banggar). Yuke revealed that the budget allocation for sub-department agencies (Sudin) in the 2027 APBD has decreased compared to the 2026 fiscal year. She expressed concern that this reduction could hinder the handling of local roads, waterways, and the maintenance of basic infrastructure across Jakarta, where demand remains high. She urged that budget calculations be made more carefully by considering the size of the area, the volume of public complaints, and the urgency of issues on the ground, arguing that this approach would make budget utilisation more effective and better targeted.
