Jakarta DPRD: RPPLH Draft Bylaw to Serve as Legal Foundation for Protecting Capital's Environment

The Jakarta Regional House of Representatives (DPRD) has stated that the Draft Regional Regulation on the Environmental Protection and Management Plan (RPPLH) will serve as a legal foundation for safeguarding the capital’s environment and protecting future generations. Abdul Aziz, Chairman of the DPRD’s Regional Regulation Formation Agency (Bapemperda), said the document must act as an ecological boundary for development and spatial planning to prevent exceeding the environment’s carrying capacity and assimilative capacity, while also protecting citizens’ rights to a good and healthy environment.

The technical material for the RPPLH has been compiled since 2014 and has been continuously adjusted to align with national policies. Following the issuance of Government Regulation Number 26 of 2025 and Minister of Environment Regulation Number 27 of 2025, the draft was further harmonised and received a recommendation from the Minister of Environment.

The finalised draft consists of 10 chapters and 17 articles, with an appendix forming an inseparable part of the regional regulation. The regulation addresses key strategic environmental issues, including the overexploitation of natural resources, shrinking green open spaces, and cross-border waste and pollution management challenges. It also tackles the risks of climate change and the lack of integration of green and blue economy principles in regional development planning.

To ensure accountability, the RPPLH establishes key performance indicators that will be evaluated every 10 years. These evaluations will focus on monitoring the environment’s carrying capacity, improving environmental quality, managing waste, reducing emissions, and protecting biodiversity and public green spaces.
