Jakarta DPRD: Flats bylaw an effort to provide housing solutions
The Jakarta DPRD believes the draft regional regulation (Raperda) on flats represents an effort to provide solutions for the community’s housing needs amid land constraints and the dynamics of Jakarta’s development.
“For that reason, we need to ensure that flats are not only places to live but also become residential environments that are liveable, healthy, and safe,” said Deputy Speaker of the Jakarta DPRD Ima Mahdiah during a plenary meeting in Jakarta on Friday.
The Raperda on flats is one of those designated for deliberation this year, in accordance with Jakarta DPRD Decision Number 41 of 2025 concerning the Programme for the Formation of Regional Regulations of the Special Capital Region of Jakarta Province for 2026.
In addition to the flats bylaw, a Raperda on population control is also part of the deliberations.
Ima said the Raperda on population control is an important part of responding to the dynamics of population growth and distribution in Jakarta.
With this bylaw, Ima added, the Jakarta Provincial Government will have a legal umbrella for population control, so that it can be carried out in a directed, integrated, and data-based manner, thereby supporting improvements in quality of life and the equitable distribution of services for all Jakarta residents.
“Furthermore, based on the results of the meeting of the Jakarta DPRD Consultative Body together with the executive on 28 July 2026, a schedule for deliberation of the two draft bylaws was agreed upon and today is followed up in the holding of the council’s plenary meeting,” said Ima.
Ima said the factions in the Jakarta DPRD will examine and scrutinise the Jakarta Governor’s explanation of the two draft bylaws, which will then be compiled into material for the factions’ general views.
“God willing, the results will be delivered at the DPRD plenary meeting on Wednesday, 26 August 2026 at 10.00 WIB,” she said.
