Jakarta Council Urges BUMDs to Boost Regional Revenue Contribution
Jakarta (ANTARA) - Deputy Speaker of the Jakarta DPRD Basri Baco has urged all Regional-Owned Enterprises (BUMDs) belonging to the Jakarta Provincial Government to start focusing on increasing their contribution to the Locally Generated Revenue (PAD) and to stop depending on injections of Regional Capital Participation (PMD).
Baco stated in Jakarta on Tuesday that the recommendations from the 2025 BPK audit were relatively few and had mostly been followed up. However, the issue that remains a concern is the old findings that have yet to be resolved.
"The focus is on the BPK audit recommendations. In 2025, on average, there were not many recommendations and most have been followed up. The real spectre is the old findings from previous years that have not been resolved," he said following a discussion on the follow-up to the Audit Board of Indonesia (BPK) examination results for several BUMDs in Jakarta on Monday (15/6).
One of the issues still burdening the BUMDs, he noted, is the receivables from third parties that remain uncollected. This condition continues to be flagged in audits and has the potential to become a prolonged burden for the regional companies.
"Especially the BUMDs’ receivables from third parties that have not been collected. This continues to be a note and will become a burden for the BUMDs if not resolved immediately," said the Coordinator of Commission B of the Jakarta DPRD.
Therefore, Commission B is requesting a more comprehensive resolution formula for these bad debts by involving the BPK and other relevant parties.
"We ask that a formula be found immediately and consulted with the BPK and other legal parties so that this issue does not continue to be a thorn in the flesh for the BUMDs," he said.
Furthermore, he stated that Jakarta’s BUMDs must start changing their mindset from merely relying on PMD to becoming companies capable of making a real contribution to the Jakarta Regional Budget (APBD).
"Jakarta’s BUMDs must already be able to become a part that contributes to PAD. Do not keep thinking about receiving PMD. What must be done now is to maximise assets that are not yet productive," he said.
He assessed that many assets owned by the BUMDs have not been utilised optimally, whether in the form of land, buildings, or other assets that are currently neglected or unproductive. According to him, these assets must be immediately partnered or developed to generate income for the companies and ultimately contribute to the region.
"Ancol, Jakpro, Pasar Jaya, Sarana Jaya and other BUMDs have many assets. There is land, buildings and other assets. Directors and commissioners must think quickly about how these assets can become income for the company and provide benefits for the Jakarta APBD," said Baco.
