Jakarta Council Optimistic About Increased Regional Regulation Output
The Jakarta Regional House of Representatives (DPRD DKI) is making maximum efforts to pursue its target of drafting quality, timely regional regulations aligned with community needs and the city’s development direction. By strengthening its legislative function and synergy with the Jakarta Provincial Government, the council is committed to delivering regulations that address various urban challenges. These range from public services and infrastructure development to improving residents’ welfare. This forms part of the council’s role as an institution with the function of forming regional regulations, aiming to support more effective, transparent, and community-oriented governance and regional development. The DPRD DKI is optimistic that the achievement of regional regulation formation will increase in 2026, in line with strengthened planning and support from the secretariat’s work system. During the current period, the DPRD DKI successfully established 20 regional regulations that serve as a foundation for Jakarta’s development. Commission A member Achmad Yani hopes the projected output of regional regulations in 2026 will reach around 60 to 70 percent of the plan. Beyond pursuing quantity, he noted the council also pays attention to the quality of regulations for optimal implementation. The improvement in legislative performance is part of the council’s effort to optimally carry out its regional regulation formation function so the public can directly benefit from the regulations. The Regional Regulation Formation Agency (Bapemperda) together with the executive has completed deliberation on the Draft Regional Regulation concerning the Implementation of Women’s Protection. The regulation comprises 13 chapters and 50 articles. It is a revision that separates aspects of women’s and children’s protection, with child protection regulated independently through the Child-Friendly City bylaw. The regulation aims to cut bureaucracy in handling cases of violence against women, ensuring victims access maximum protection. Separately, the Draft Regional Regulation on the Prevention and Eradication of Narcotics Abuse and Illicit Trafficking is set to become a regional regulation. Council Speaker Suhud Alynudin stated the legislature and executive agreed on its passage via a plenary session. Following facilitation by the Ministry of Home Affairs, substantial changes were made, including the removal of a proposed mandatory budget allocation of 0.5 percent from the regional budget for narcotics handling due to a lack of legal basis. The council also highlighted the absence of a dedicated rehabilitation centre owned by the Jakarta Provincial Government, as patients are still referred to regional public hospitals with limited capacity. Meanwhile, the regulation for the Drinking Water Supply System is being prepared as a foundation for managing quality, sustainable drinking water provision that reaches all Jakarta residents. The draft regulates tariff structures, water quality guarantees, supply quantity, and equitable pipeline network services, serving as an instrument to push water utility PAM Jaya to accelerate network development to achieve 100 percent coverage by 2029.
