Jakarta Civil Servant Caught Changing Official Vehicle Licence Plate in Puncak, Secretary Claims It Was After Creating Promotional Content for Assets

Aparatur sipil negara (ASN) from the Jakarta Provincial Government (Pemprov) was caught by police changing the colour of the licence plate on the official vehicle they were using in the Puncak area, Bogor, West Java. The case, recorded by police officers, went viral because the vehicle, which should have used a red plate, was changed to a white one. The Jakarta Provincial Secretary (Sekda), Uus Kuswanto, acknowledged that the driver is an ASN from the Technical Implementation Unit (UPT) for Data and Information at the Regional Asset Management Agency (BPAD) of Jakarta Province. According to him, the individual has been reprimanded to avoid repeating the action. “That is currently under process and a reprimand has been given to ensure it does not happen again,” he said at Jakarta City Hall on Tuesday (7/4/2026). He explained that, based on a report from BPAD Jakarta Province, the ASN had just created content promoting assets owned by Pemprov Jakarta in the Cimacan area during time off. Therefore, the ASN used the official vehicle. “The problem is that the vehicle’s plate was changed to a white one,” Uus said. According to him, his side is still investigating the case further. However, he assured that the individual has been reprimanded. Previously, Jakarta Governor Pramono Anung said he had received a report on the case. According to him, the ASN involved has received a reprimand from BPAD Jakarta Province for the action. “They have been reprimanded by BPAD. So if it’s like that in Jakarta, we don’t give anything, no tolerance,” he said at Jakarta City Hall on Tuesday. He emphasised that the use of official vehicles is only permitted for work matters. Vehicle users are not allowed to change the number plates to make it seem like a private vehicle.
