Jakarta ASN's First WFH Day, Pramono Ensures Public Services Remain Normal
The DKI Jakarta Provincial Government (Pemprov) has begun implementing a Work From Home (WFH) policy for a portion of its Civil Servants (ASN) today, Friday (10/4). Jakarta Governor Pramono Anung stated that the policy will not disrupt public services. “WFH will be implemented across Jakarta, except for matters related to public services; I still ask them to work as usual,” Pramono said at Kebon Melati, Central Jakarta, on Friday (10/4). Pramono stated that all regulations regarding restrictions on employee attendance at the office have been fully approved. He explained that the WFH policy has actually been in effect since the beginning of the month, but its implementation is being optimised today, considering that Friday (3/10) was a national holiday for Good Friday. “Jakarta has issued an Instruction from the Secretary General; we have held meetings. I am confident that Jakarta is the first to regulate this, even the Governor’s Regulation has been signed by me,” Pramono said. “The range is between 25 and 50 percent, effective from 1 April. But since 1 April was a holiday, we are effectively implementing it today,” he added. Regarding the evaluation and supervision of ASN performance during the WFH period, Pramono said he is not worried about any decline in discipline. He believes that the current technological and bureaucratic monitoring system in the DKI Jakarta Provincial Government environment is very capable of conducting remote control. “Yes, supervision in Jakarta has sufficient infrastructure,” he stated. Based on observations at several government buildings in the Capital, the office atmosphere does indeed appear quieter compared to a normal working day. The volume of vehicles in the parking areas of agencies and the movement of uniformed employees has decreased. Traffic in the Central Jakarta area is also reported to be smooth following the shift to an online work system. Previously, the DKI Jakarta Provincial Government officially issued a routine Work From Home (WFH) policy for its Civil Servants (ASN) every Friday. This provision is detailed in Governor’s Circular Letter (SE) Number 3/SE/2026, signed directly by Governor Pramono Anung. The SE stipulates that the quota of ASN permitted to carry out WFH is set at a minimum of 25 percent and a maximum of 50 percent of the total employees in the smallest work unit. Not all ASN are eligible for the WFH schedule. There are strict criteria that must be met, namely that the employee in question must not be undergoing or in the process of disciplinary punishment. In addition, the employee is required to have more than two years of service. The DKI Jakarta Provincial Government is implementing strict discipline rules during WFH implementation. ASN are required to conduct online attendance via mobile presence twice a day: morning presence at 06.00-08.00 and afternoon presence at 16.00-18.00. During working hours, from 07.30 to 16.30, ASN are required to remain productive. Employees carrying out WFH are strictly prohibited from engaging in activities outside of official duties or travelling away from their residence. For employees who violate these WFH behaviour guidelines, the DKI Jakarta Provincial Government has prepared firm sanctions, ranging from revocation of WFH permission to the imposition of disciplinary sanctions in accordance with applicable laws and regulations. This new work system policy will continue to be evaluated periodically every two months.
