Jakarta ASN WFH Rules: Once a Week for Employees with 2 Years of Service
Jakarta - Governor of DKI Jakarta, Pramono Anung, has established rules for working from home (WFH) for Jakarta’s civil servants (ASN) every Friday. The regulation is contained in Circular Letter (SE) No. 3/SE/2026 on Transforming Work Culture through Adjustments to the Implementation of Official Duties for Civil Servants. The policy explains that the proportion of ASN employees who can carry out WFH is at least 25% and at most 50% of the total number of ASN employees in the smallest sub-field/sub-section/work unit, conducted selectively by considering the nature of tasks and types of work. Employees eligible to carry out WFH must meet the criteria of not currently undergoing or in the process of disciplinary punishment and having more than two years of service. “ASN employees carrying out WFH are required to comply with the guidelines as stated in the circular letter,” the policy states, quoted on Friday (10/4/2026). ASN employees carrying out WFH must report their attendance/presence online through the mobile attendance application on the website https://absensimobile.jakarta.go.id/ twice, with the following schedule: - Morning: 06.00 to 08.00 - Afternoon: 16.00 to 18.00. The following are behavioural guidelines for ASN employees who will carry out WFH: 1. Employee obligations: a. carrying out work during working hours, namely from 07.30 to 16.30; b. responding to every assignment and request for assistance or information from superiors or colleagues as long as it is for official duties; c. wearing neat and polite clothing during the performance of official duties from home (WFH); d. attending meetings held virtually with the following provisions: 1) camera always active (on) during the meeting; 2) not carrying out other activities; 3) filling in the attendance list; and 4) reporting the results of the meeting discussion to the direct superior. e. ensuring that the work environment is conducive to supporting the performance of official duties from home/WFH; f. maintaining state, position, and official secrecy and always complying with applicable laws and regulations; g. complying with ASN employee discipline provisions in accordance with applicable laws and regulations; h. avoiding all attitudes, behaviours, actions, writings, and statements that contradict the code of ethics and code of conduct; and i. prioritising official interests over personal interests. 2. Employee prohibitions: a. carrying out other activities or travelling other than for official purposes while performing official duties from home/WFH; b. disseminating the results of virtual meetings other than for reporting to the direct superior and coordination needs between work units; and c. turning off communication channels during working hours.
