Jakarta and West Java Lead in THR Complaints for 2026
Minister of Manpower (Menaker) Yassierli has acknowledged receiving 1,590 complaints related to the payment of the 2026 Eid al-Fitr Bonus (THR). These complaints were lodged with the THR Task Force of the Ministry of Manpower (Kemnaker). As is known, the government has instructed companies to pay the 2026 THR no later than seven days before Eid al-Fitr. Following the Isbat Session on Thursday, 19 March 2026, the government set Eid al-Fitr 2026 to fall on Saturday, 21 March 2026. This means the THR payment deadline is no later than 13-14 March 2026. Additionally, THR payments must be made in full at once and cannot be instalments. Workers who have been employed for one year or more are entitled to one month’s salary as THR, while those with less than a full year receive a proportional amount. This naturally varies across private companies. To oversee THR payments, Menaker Yassierli issued a Circular Letter regarding the 2026 THR payments. He stated that the circular contains several points, from the THR payment deadline to actions required by district/city governments, including establishing an integrated THR Task Force with Kemnaker. So, what were the results? In a working meeting with Commission IX of the House of Representatives (DPR) in Senayan, Jakarta, on Thursday (9 April 2026), the Minister provided an explanation. He said the number of complaints received by the THR Task Force this year and in 2025 was similar, around 1,500 reports. In 2026, there were precisely 1,590 complaints. “The most came from DKI Jakarta and West Java. That’s a total of nearly 1,000. Then Banten with 200, Central Java and East Java each with 150 complaints,” he said, quoted on Friday (10 April 2026). Of the total 1,590 reports, more than 500 complaints have already been resolved. “506 complaints have been settled. These have been closed. Some hadn’t paid, then they paid,” Yassierli stated. “Some paid partially; for example, last week we conducted a surprise inspection in Semarang Regency. There was still a shortfall in one company, about 10-15 percent, and it was paid the next day. So this is still in process, because some processes take time,” he explained. Yassierli also outlined the follow-up process for THR violation complaints. “All complaints go to the Ministry of Manpower’s complaint channel. Then we distribute them to the relevant agencies. They are then followed up by inspectors,” he clarified. “Then there’s a summoning process, followed by investigation, and so on,” he added. Previously, Menaker Yassierli conducted a surprise inspection at a company with the initials HSW in Semarang Regency, Central Java, on Tuesday (31 March 2026). From the meeting with management, the company employing around 951 workers committed to completing payments no later than 2 April 2026. The case stemmed from a complaint received by the 2026 Religious THR Task Force of Kemnaker on 16 March 2026. The report stated that the company had not paid THR despite passing the seven-day deadline before the religious holiday. After follow-up by labour inspectors, the company made a payment on 18 March 2026. However, a follow-up report emerged that the payment was not full. “I am here to ensure the handling of that report is followed up properly. This company has about 951 workers. After speaking with the company leadership, there is a commitment that the remaining unpaid THR will be settled no later than 2 April 2026,” Yassierli said after the inspection, quoted from an official Kemnaker statement. “THR must not be deducted. There was a misunderstanding when THR was linked to attendance, and that is not permitted,” Yassierli emphasised.
