Jabon Landfill Threatened to Reach Capacity Within 7 Years, Sidoarjo Regency Evaluates Waste Management
The Griyo Mulyo Final Disposal Site (TPA) in Jabon, Sidoarjo Regency, is projected to be able to accommodate waste for only the next seven years. In response to this looming capacity crisis, the Sidoarjo Regency Government is taking aggressive steps to completely overhaul the waste management system from upstream to downstream.
These emergency measures include remapping 210 Reduce, Reuse, Recycle (TPS 3R) waste processing sites, digitising monitoring systems, and allocating billions of rupiah in budget interventions to boost waste processing capacity at the village level. The Regent of Sidoarjo, Subandi, emphasised that this seven-year deadline serves as a serious warning for all parties. He stated that conventional waste management patterns must be improved immediately to prevent Sidoarjo from facing a total paralysis in domestic waste handling.
According to evaluation data from the Sidoarjo Environmental and Cleanliness Agency (DLHK), the Jabon TPA is currently under immense pressure, receiving 534 tonnes of waste per day. Total waste generation in Sidoarjo Regency has reached 892.26 tonnes per day. Factors accelerating the landfill’s depletion include the fact that 59 per cent of waste is disposed of directly without initial sorting, with mixed waste reaching 77.24 per cent of the disposal cells. Furthermore, illegal dumping remains prevalent, with 86.58 tonnes (9.70 per cent) of daily waste from residents remaining unmanaged and disposed of in illegal locations.
The downstream system is also struggling as the performance of TPS 3R units at the village level remains sub-optimal. Out of 210 existing TPS 3R units, 86 are performing poorly and 25 are inactive. To extend the economic life of the Jabon TPA, the Sidoarjo Regency Government has allocated billions of rupiah to revitalise stagnant TPS 3R sites. A budget of Rp14.12 billion has been allocated to increase the capacity of 7lag 77 medium-performing TPS 3R units through the procurement of sorting machines, conveyors, incinerators, and three-wheeled operational vehicles. Additionally, Rp4.02 billion has been allocated to maintain the performance of 22 well-functioning TPS 3R units.
Alongside physical infrastructure, upstream monitoring is being tightened through a digital dashboard developed with the Department of Communication and Informatics (Kominfo). “Everyone must use the dashboard. It will show which TPS 3R units are performing well, which need improvement, and areas with low retribution collection,” Subandi asserted.
As a short-term measure to curb illegal waste dumping, the Sidoarjo Regency Government is encouraging village governments to install CCTV cameras at high-risk illegal dumping points. Strict sanctions are also being prepared to provide a deterrent effect for non-compliant residents. Through the integration of technology and massive upstream improvements, the Sidoarjo Regency Government is optimistic about significantly reducing the waste supply to the Griyo Mulyo Jabon TPA, thereby saving the region from a waste crisis prior to 2033.
