Member of Commission V of the West Java Provincial DPRD, Iwan Koswara, emphasised the importance of protecting vulnerable communities during the Musyawarah Perencanaan Pembangunan (Musrenbang) for the 2027 RKPD held at Gedung Pakuan in Bandung city.

In the forum, Iwan asserted that the direction of regional development must reach all layers of society, especially vulnerable groups such as low-income communities, the elderly, people with disabilities, and children.

According to him, development must not be oriented solely towards economic growth but must also ensure social justice.

“The state must be present to protect vulnerable communities. Development programmes must be designed so that they are not left behind, both in terms of access to healthcare services, education, and social welfare,” said Iwan on Wednesday (15/4/2026).

He assessed that the Musrenbang is an important momentum to ensure that the policies formulated are truly based on the real needs of the community. Therefore, he encouraged strengthening and periodically updating data on vulnerable groups so that programme interventions are more on target.

As a people’s representative from the Depok and Bekasi electoral district, Iwan admitted to still finding various problems related to social protection in the field. He mentioned that there are still residents who have not been fully reached by assistance programmes, as well as limitations in access to basic services.

“This is a serious concern. The government must ensure that communities in Depok and Bekasi, especially vulnerable groups, receive optimal protection and are not missed from existing programmes,” he said.

Iwan also highlighted the importance of synergy between the provincial government and regencies/cities in strengthening social protection. He stated that without good coordination, various assistance programmes have the potential to overlap or even fail to reach the most needy communities.

“Cross-sector collaboration is very important, both with local governments, the business world, and community organisations. That way, social protection efforts can run more effectively and sustainably,” he said.

Several strategic issues also emerged in the forum, including strengthening social security, improving access to healthcare and education services, and addressing extreme poverty in various areas of West Java.

Iwan added that future challenges are becoming increasingly complex, especially amid changing economic and social dynamics. Therefore, he encouraged local governments to design adaptive and inclusive policies, so that no community group is marginalised in the development process.

Through this 2027 RKPD Musrenbang, Iwan continued, it is hoped that policies will emerge that not only drive regional economic growth but also strengthen protection for vulnerable communities to achieve equitable welfare in West Java.
