IT Expert Finds No Study Justifying CDM Procurement in Nadiem Makarim's Era
JAKARTA, KOMPAS.com - An IT expert from Universitas Bhayangkara Jakarta Raya (Ubhara Jaya), Mujiono Sadikin, stated that he found no study justifying the procurement of Chrome Device Management (CDM).
Mujiono made this statement when asked for his opinion during the continuation of the trial in the alleged corruption case involving the procurement of Chromebook-based laptops for the defendant Nadiem and others.
“From those three initial documents, I did not find any study or justification for the need for CDM,” Mujiono said during the trial at the Jakarta Corruption Court, on Monday (6/4/2026).
The first document is titled “Technical Study on Assistance for Information and Communication Technology Learning Facilities for Primary and Secondary Schools in the 2020 Fiscal Year”. This document is the initial study.
Then, the second document, “Review of Technical Study Results on Analysis of ICT Needs for Primary and Secondary Schools in the 2020 Fiscal Year”, which is the final study.
Meanwhile, the third document is “ICT Procurement for Assessment and Learning by the PAUDasmen Team and the Assessment Team and Wartek Team”, which is in the form of presentation materials.
In addition to these three documents, Mujiono also searched for references regarding CDM.
“Then also secondary documents such as I searched for government regulations (PP) regarding regulations on the ministry and then regarding procurement and so on, those are secondary sources,” Mujiono said.
However, the results were nil.
“Based on IT governance best practices, this (lack of justification) definitely violates best practices, in my opinion. Because the project is large, the volume is high, the number of users is many, so the existence of justification is absolutely necessary,” he added.
In this case, former Minister of Education, Culture, Research, and Technology Nadiem Makarim, along with three other defendants, are said to have caused a state financial loss of Rp 2.1 trillion.
Nadiem is accused of enriching himself by Rp 809 billion.
