Chair of the NTB DPRD, Baiq Isvie Rupaeda, admitted to contacting former Head of the NTB High Prosecutor’s Office (Kajati), Enen Saribanon, when the issue of gratuities in the NTB DPRD circle was widely discussed.

Isvie revealed this while serving as a witness in the gratuity case of ‘ghost money’ with defendants Hamdan Kasim, Indra Jaya Usman, and Muhammad Nashib Ikroman alias Acip at the Mataram Corruption Court (Tipikor), on Thursday (16/4/2026).

According to Isvie, her question was answered briefly by Enen. “We’ll see how it develops, that was her answer (Enen Saribanon),” she said.

The Golkar Party politician admitted she did not explain further the purpose of the call. “I thought maybe it could be handled somehow. We’ll see how it develops (Enen Saribanon’s answer). So, I immediately hung up,” she stated.

The Beginning of the Money Distribution Issue

Isvie claimed she first learned of the alleged money distribution in the NTB DPRD from the story of NTB DPRD member from the NasDem Faction, Lalu Arif Rahman Hakim.

Arif is said to have received Rp 200 million from defendant Indra Jaya Usman, given in a black plastic bag.

Arif claimed not to know the purpose of the money given. Meanwhile, Isvie said no other NTB DPRD members admitted to receiving money when the issue began to circulate.

She only learned who received the money after the returns to the NTB Prosecutor’s Office.

“I found out after several NTB DPRD members returned it. If I’m not mistaken, a total of 15 people returned it,” she said.

The buzz of media reports about the money returns, according to Isvie, made the case increasingly open.

“Finally, it became clearly open. And I once called Ms Kajati at that time, Ms Enen,” she emphasised.

Expressing Hurt Feelings

In the trial, Isvie also admitted to feeling ‘hurt’ because she was not involved in the Rp 76 billion empowering village programme, which was said to be Governor NTB Lalu Muhammad Iqbal’s programme.

“I think the prosecutor understands my feelings. At the time of the programme, a DPRD Chair was not involved. Of course, I had feelings. So, I didn’t want to know,” said Isvie.

She learned about the programme from NTB DPRD member of the Gerindra Party, Nanik Suryatiningsih.

“Ms Nanik called me, asking if it was true there was a Rp 2 billion programme to be given to the new DPRD members,” she recounted.

To confirm the information, Isvie contacted the Head of BPKAD NTB, Nursalim.

“Mr Nursalim confirmed it, yes, Madam Chair, there is a governor’s directive programme to the new DPRD, but this document can only be handed over to brother IJU (Indra Jaya Usman) and Hamdan Kasim,” she said.

Because she was not involved, Isvie admitted she chose not to inquire further, including the source of funds for the Rp 76 billion programme.

“I don’t know and don’t want to know,” she stated.

She admitted feeling offended because she had a role in Lalu Muhammad Iqbal’s victory in the gubernatorial election.

“I was the Head of the Governor’s Campaign Team (Lalu Muhammad Iqbal). I was treated so naively by brother Nursalim. In the end, it’s better I don’t know, I’m apathetic,” she snapped.

Isvie also admitted she did not ask the NTB Governor directly about the appointment of Indra Jaya Usman in that programme.

“That’s the governor’s authority. I don’t know,” she added.

Meeting with the Governor

Isvie also revealed she once facilitated a meeting between NTB DPRD member Abdul Rahim alias Bram and NTB Governor Lalu Muhammad Iqbal.

The meeting took place in Isvie’s office room before the Plenary Session, attended by several NTB DPRD leaders.

The meeting was held because Bram planned to reveal the alleged money distribution in the NTB DPRD.

In that meeting, Bram questioned the empowering village programme after claiming to have been offered Rp 150 million by another NTB DPRD member, Suhaimi.

Iqbal is said to have responded by stating he did not know about the money distribution and only offered the programme.

“‘The Governor said later I will coordinate with brother IJU,’” she said.
