The Head of Administration for the Semarang Nutrition Fulfilment Service Office (KPPG), Bagus Anindito, has acknowledged that there are still problematic nutrition fulfilment service units (SPPG) in Central Java (Jateng). Issues range from wastewater treatment plant (IPAL) problems to the serving of minimalist Free Nutritious Meal (MBG) menus. Bagus revealed that KPPG Semarang oversees approximately 2,400 SPPGs spread across 20 regencies/cities throughout Central Java, serving around 2 million beneficiaries. According to Bagus, there are currently around one hundred SPPGs under KPPG Semarang whose operations have been suspended because their IPAL systems are problematic. He explained that an IPAL, including a Sanitation Hygiene Eligibility Certificate (SLHS), is a primary requirement that must be fulfilled when establishing an SPPG. “Initially they might have been good, but during the maintenance period, some were lacking. Perhaps after further investigation, as the BGN also conducts routine checks, our team also checks the condition of the SPPGs. Especially when there are reports from residents,” Bagus said during an interview in Semarang City, Tuesday (9/6/2026). He did not deny receiving reports from residents when an SPPG lacks an ideal IPAL. “Clearly, an IPAL can produce unpleasant odours and all sorts of things, so that might be the effect of their inadequate maintenance,” he said. Besides the IPAL issue, Bagus disclosed that his office also receives citizen reports regarding MBG menus that appear very minimalist. “Menu discrepancies do exist, we do not deny it. Regarding the menu, there are reports of minimalist menus,” he stated. He added that upon receiving such reports, his office will summon the head of the relevant SPPG for clarification. “Regarding sanctions, the authority to suspend lies with the Deputy for Monitoring and Supervision at the central BGN,” Bagus said. However, Bagus admitted he could not specify the number of SPPGs under KPPG Semarang that have been reported for minimalist menu issues. “I need to check the data first,” he said. He explained that the BGN can permanently close an SPPG if it triggers two cases of MBG food poisoning. So far, out of the 2,400-plus SPPGs under KPPG Semarang, none have been permanently closed. “Because most have only triggered suspected MBG poisoning cases for the first time,” Bagus said.
