A company from Israel, BlackCore, is suspected of covertly disrupting local election processes in several countries, including New York City, Scotland, and France. This was revealed by Viginium, a French disinformation detection service.

Last month, Reuters reported that French authorities suspected BlackCore of being the mastermind behind an online smear campaign targeting three left-wing, pro-Palestinian mayoral candidates in local elections.

In a press conference held on Thursday (11/6) local time, French Prime Minister Sebastien Lecornu and Viginium chief Marc-Antoine Brillant stated that technical tracing led them to conclude BlackCore was responsible. Viginium also presented a detailed report on BlackCore’s alleged illegal campaign activities across various parts of the world.

“This modus operandi is not limited to municipal elections in France,” he said, as quoted by Reuters on Friday (12/6/2026). “It appears this modus operandi has also been used to conduct foreign digital interference operations in other countries or regions, such as Angola, Togo, elections in Scotland, and the 2025 municipal elections in New York,” he added.

However, Brillant said it remains unclear who paid BlackCore to interfere in the French local elections. “Our investigation did not allow us to identify the sponsor behind this campaign,” Brillant stated.

Lecornu said the French government has asked Israel for an explanation regarding BlackCore’s actions. The government also requested Israel’s assistance in identifying the individuals behind the illegal campaign launched by BlackCore.

The Israeli Embassy in Paris confirmed that France had contacted them and said they were waiting to receive details of the French investigation to conduct their own inquiry. “Israel certainly has no intention of interfering in French political processes, whether at the national or municipal level,” the embassy said in a statement.

New York and Scotland Also Victims

Brillant did not explicitly name the target in last year’s New York City election, which was won by Zohran Mamdani. His victory delighted many young progressive Jews but alarmed more traditional pro-Israel New Yorkers due to his outspoken support for the Palestinian cause.

Mamdani’s team did not immediately respond to a request for comment. Neither did officials from New York City or New York State. The New York Police Department and the US Cybersecurity and Infrastructure Security Agency (CISA) did not immediately reply to emails seeking comment. The FBI declined to comment.

In a subsequent report, Viginium said it had detected accounts linked to BlackCore targeting John Swinney, Scotland’s First Minister. Swinney has described the situation in Gaza as a “man-made humanitarian catastrophe” and has said genocide may be occurring, citing civilian casualties, widespread destruction, and statements by Israeli officials.

Neither Swinney nor his party, the Scottish National Party, responded to requests for comment. An email seeking comment from Scottish election officials was not immediately returned. The governments of Angola and Togo also did not immediately respond to requests for comment.

Before removing its online presence following questions from Reuters, BlackCore described itself as “an elite technology, cyber, and influence company built for the modern era of information warfare.” It did not respond to Reuters’ request for comment.
