SEMARANG, KOMPAS.com - A Driving Licence (SIM) is an official document that every motor vehicle driver must possess as proof of legality when driving on public roads. To obtain a new SIM or renew one, applicants must fulfil several requirements. One of the requirements that must be met is active participation in the National Health Insurance (JKN) for SIM applicants throughout Indonesia, which has been effective since 1 November 2024. The Deputy Head of the Registration and Identification Sub-Directorate of the Traffic Directorate of the Central Java Regional Police, AKBP Prianggo Malau, stated that the obligation to participate in BPJS Kesehatan as a requirement for processing a SIM is regulated in Police Regulation (Perpol) No. 2 of 2023. “Regarding BPJS for SIM issuance, active BPJS participation is one of the administrative requirements for issuing a SIM, based on Perpol 2 of 2023, Article 9 paragraph (1) letter 5a,” said Prianggo to Kompas.com on Thursday (2/4/2026). The wording of the regulation is: “Attach proof of active participation in the National Health Insurance (JKN) programme.” “For now, its implementation is still in the socialisation stage because the system integration process between the Traffic Corps Headquarters and BPJS is ongoing,” said Prianggo. Therefore, although BPJS Kesehatan participation is now one of the administrative requirements for issuing or renewing a SIM, people who do not yet have a card can still process their application at the Traffic Police Unit or mobile services. Meanwhile, for SIM applicants who do not have BPJS Kesehatan, they need to prepare several data such as the Population Identification Number (NIK), Family Card (KK), email address, active mobile phone number, and bank account number for the registration process. Once all requirements are ready, BPJS Kesehatan registration can be done online through the Mobile JKN app with fairly easy steps.
