Irvian Bobby 'Sultan' of Manpower Ministry Claims Intimidation Since Entering KPK Detention
The defendant in the occupational safety and health (K3) certificate extortion case, known as the ‘Sultan’ of the Manpower Ministry, Irvian Bobby Mahendro, claims to have received intimidation since being held in the KPK detention centre. Bobby stated that his mother was also contacted by the wife of former Deputy Minister of Manpower Immanuel Ebenezer Gerungan (Noel). This was conveyed by Bobby while testifying at the Jakarta Corruption Court on Monday (20/4/2026). Bobby is testifying for the defendants Noel, Fahrurozi as Director General of Labour Inspection and K3 in March 2025, Miki Mahfud from PT KEM Indonesia, and Temurila from PT KEM Indonesia. Bobby said he has now been transferred from the Merah Putih Detention Centre to the old KPK building’s C1 Detention Centre. He mentioned that Noel’s wife contacted his mother and asked him not to say anything regarding this case. “Is there anything else related to the Defendant Immanuel that you want to convey?” asked the prosecutor. “Regarding additional information, after this trial yesterday, I was transferred to another detention centre, from Merah Putih to C1, and the next day after this trial was a visiting day. During that visit, my parents came, my mother came, and she said that she was contacted by Mr Immanuel’s wife and asked me not to say anything,” Bobby replied. Bobby admitted telling his mother that he would present the true facts about this case before the honourable panel of judges. Bobby claims to have received intimidation since being in detention. “I told my mother, ‘Mum, don’t worry, I will convey what the facts really are before this honourable panel.’ So the pressure and intimidation I received started from when I was in detention,” Bobby said. Prosecutor’s Indictment Against Noel The KPK prosecutor indicts Noel for extorting K3 certification processing along with several Manpower Ministry civil servants. The prosecutor states that Noel demanded a share of Rp 3 billion. The prosecutor states that this act was carried out by Noel together with the other defendants, namely Fahrurozi, Hery Sutanto, Subhan, Gerry Aditya Herwanto Putra, Irvian Bobby Mahendro, Sekarsari Kartika Putri, Anitasari Kusumawati, Supriadi, Miki Mahfud, and Termurila. The trial was held in separate files at the Central Jakarta Corruption Court on Monday (19/1). “They have acted unlawfully or abused their authority related to the Issuance and Renewal of Individual Safety and Health at Work (K3) Certification/Licence for certification/licence applicants,” reads the indictment against Noel. In the indictment, the prosecutor states that the defendants forced K3 certification and licence applicants to give a total of Rp 6,522,360,000 (Rp 6.5 billion). This case occurred since 2021 or before Noel served as Deputy Minister of Manpower. In short, the extortion was carried out. Noel is also indicted for receiving gratuities amounting to Rp 3.3 billion and one unit of a blue Ducati Scrambler motorcycle. The prosecutor says the gratuities were received by Noel from private parties and his subordinates in the Manpower Ministry. “That the Defendant Immanuel Ebenezer Gerungan from October 2024 to August 2025, either directly or indirectly, received money totalling Rp 3,365,000,000 and one Ducati Scrambler motorcycle with licence plate B-4225-SUQ from Manpower Ministry civil servants and other private parties,” said the prosecutor.
