Irian Jaya kidnapings
An appalling incident has marred the new year's joyful mood.
In Irian Jaya, 24 Indonesians and foreigners who were doing
research on the flora and fauna of the area were kidnaped by a
band of people. It is not clear yet what precisely happened at
Mapunduma village, in Tiom district of Jayawijaya regency.
We are certain, however, that the Armed Forces will be able to
resolve this matter as it has others in various places
previously.
The Armed Forces' swift reaction to the report with the
dispatching of a special forces team inspires confidence. This
measure gives us the hope that the matter will be resolved
quickly and that all the hostages, without exception, will be
saved.
It is essential that the correct and carefully measured
actions are taken in a military operation of this nature.
Excessive action, for example, could speed up the operation,
leading to casualties -- which should be avoided -- and creating
new problems which in the longer term could bring even greater
danger.
Another aspect of the case which deserves our attention
concerns the government's development policies for Irian Jaya. It
cannot be denied that ever since it became a part of Indonesia,
this province has contributed substantially to this nation's
progress. On the other hand, the attention which Jakarta has paid
to the development of Irian Jaya has been far from adequate when
compared, for example, the attention given to East Timor, which
has so often caused problems for all of us.
It is time that we review our development policies for Irian
Jaya by taking into consideration all the cultural aspects of
that region. In doing so, the involvement of experts, who are
genuinely knowledgeable about the culture of that region, is
essential in order to forestall social upheavals which could lead
to more shocking incidents.
