Iranian Foreign Minister Abbas Araghchi has stated that various parties oppose an agreement between Tehran and Washington, with Israel being the primary opponent. “Of course, there are opponents to the agreement, led by the Zionist regime, which is seeking a pretext to derail it,” the foreign minister said on Iranian television.

Previously, on 28 February, the US and Israel began brutally striking targets in Iran, killing more than 3,000 people. Then, on 7 April, Washington and Tehran announced a ceasefire, which officially remains in effect. Subsequently, a negotiation process between Iran and the US is underway, with both countries seeking to agree on a framework memorandum of understanding to resolve the conflict. However, both sides periodically continue to launch isolated attacks through various military operations.

Iranian media have published a draft memorandum containing 14 points reportedly agreed upon by Iran and the United States. The draft reportedly includes a permanent cessation of hostilities, including in Lebanon, and the gradual lifting of economic restrictions on Iran. According to the Mehr News Agency, a source close to the Iranian negotiating team revealed details of the proposed 14-point memorandum currently being discussed between Tehran and Washington. The draft report begins with a commitment to an immediate and permanent cessation of hostilities on all fronts, including Lebanon.

The agreement also includes provisions requiring the United States to respect Iran’s sovereignty and refrain from interfering in Iran’s internal affairs. Under the proposal, the naval blockade imposed on Iran would be lifted within 30 days, while the Strait of Hormuz would be reopened under Iranian arrangements within the same period. The draft further calls for the withdrawal of American forces deployed around Iran and the suspension of sanctions targeting Iranian oil exports, the petrochemical sector, and access to financial resources. One of the most significant provisions reportedly requires the United States and its allies to present a reconstruction plan for Iran valued at no less than 300 billion US dollars. The memorandum also proposes a 60-day negotiation period aimed at reaching a final agreement focused on the nuclear issue and the comprehensive lifting of US, international, and UN sanctions, according to Mehr.
