IPP to Develop Majority of Hydro Projects in 2025-2034 Electricity Supply Plan

PT PLN (Persero) has stated that independent power producers (IPPs) will hold the largest share in the development of hydropower plants under the 2025–2034 Electricity Supply Business Plan (RUPTL). Based on PLN’s details, IPPs will develop large-scale hydropower plants (PLTA) and mini-hydropower plants (PLTM) with a total capacity of approximately 10.55 gigawatts (GW) across 262 projects, out of a total planned additional hydro capacity of around 11.69 GW. “IPPs will play a very large role, larger than the role of PLN or its subholdings,” said PLN’s Director of Project Management and New Renewable Energy, Suroso Isnandar, at the Indonesia Hydropower Summit 2026 in Jakarta on Wednesday. Suroso, who attended representing PLN President Director Darmawan Prasodjo, stated that the 2025–2034 RUPTL includes 315 hydropower and mini-hydropower projects with a total capacity of 11,689.99 megawatts (MW). Meanwhile, IPP development of mini-hydropower plants reaches 1,110.16 MW through 214 projects. Thus, the IPP portion covers 262 of the total 315 planned hydro projects. PLN itself will develop seven hydropower projects with a total capacity of 361 MW, as well as 20 mini-hydropower projects with a total capacity of 51.15 MW. Development through PLN subholdings includes 17 hydropower projects with a capacity of 698.1 MW and nine mini-hydropower projects with a capacity of 28.58 MW.
