IPDN Rector Reveals Indicators for Batch II Outstanding Regional Government Awards

The Rector of the Institute of Home Affairs Governance (IPDN), Halilul Khairi, has revealed several indicators and assessment methods for the 2026 Batch II Outstanding Regional Government Awards for the Kalimantan region. This awards programme, held under the Ministry of Home Affairs (Kemendagri), is scheduled to take place on Thursday (3/9) in Balikpapan, East Kalimantan, with IPDN appointed as the organiser.

“We measure based on achievements and the indicators reached, which we discuss with BPS [Statistics Indonesia] and relevant ministries,” Halilul told CNN Indonesia after inspecting the event venue at the Platinum Hotel on Wednesday (2/9).

These indicators encompass public services and community needs, including education, healthcare, waste management, and housing. “We measure based on those indicators. Then, we compare them by region to identify those with the highest achievements according to those indicators, and those will receive the award,” the IPDN Rector stated.

“Therefore, we do not create these indicators ourselves; the achievements are indeed those that have been realised by the local governments,” he added.

Halilul emphasised that the Ministry of Home Affairs does not assess programmes in isolation but looks at overall results. For instance, a region possessing an excellent hospital does not automatically guarantee an award. He continued that the Ministry of Home and Home Affairs reviews the total achievements of local governments, establishes an assessment system, and calculates the final score.

During the visit, Halilul also shared a message for local governments regarding the awards. He noted that such recognition should serve as a catalyst for local governments to serve the people more effectively and optimally.

“For us in the Ministry of Home Affairs, this is merely a way for the central government to acknowledge that they have worked well. However, the most fundamental recognition they seek is from their own people,” said Halilul.

The 2026 Batch II Outstanding Regional Government Awards for the Kalimantan region are expected to be attended by regional heads from across Kalimantan. The event will also involve five governors and the Regional Leadership Coordination Forum (Forkopimda) at the provincial level across Kalimantan, as well as regents and mayors.

Beyond being an awards ceremony, the agenda includes a coordination meeting (rakor) for provincial Forkopimda with the Coordinating Minister for Political, Legal, and Security Affairs (Menko Polhukam). This meeting is expected to strengthen coordination between local and central governments in facing various challenges.
