The Rector of the Institute for Domestic Government (IPDN), Halilul Khairi, stated that IPDN is preparing human resources who can truly understand minimum service standards (SPM) to ensure the fulfilment of citizens’ rights through the work of local governments.

“We (IPDN) indeed produce government cadres. There are two major competencies we prepare. First, concerning general governance—matters of coordination, national policies, and communication at the regional level. Second, technical matters according to their field of study,” said Dr Halilul Khairi MSi during a discussion in Jakarta on Saturday, 14 March 2026.

According to Halilul, there is a programme of study in public environment where IPDN students must master matters of regional finance. However, regardless of the field of study, IPDN students must understand general governance knowledge, referred to as civic administration knowledge.

“There they (students) must truly understand how SPM works, matters of public order, how regional development functions, how regional budgets are allocated. This encompasses all budgetary matters and all development affairs,” said Halilul.

Halilul stated that IPDN students must understand and know how to fulfil these SPM requirements for public services. Students must truly master this knowledge, and only then can they understand their respective field of study and the technical aspects of IPDN.

Halilul ensured that IPDN graduates must be able to understand and implement knowledge about SPM as mandatory for public services in local government. This understanding is taught to IPDN students from the beginning, and can then be transformed across all regions in Indonesia.

According to Halilul, IPDN also continually conducts educational evaluations to ensure students understand the role of IPDN graduates and how their presence in local government structures can provide tangible benefits through their knowledge.

“We acknowledge that the number of IPDN graduates is limited compared to the level of need for apparatus in the regions. For example, a single regency in a year can only allocate one or two positions for study at IPDN, while the number of regional employees reaches thousands,” said Halilul.

Halilul noted that the number of apparatus in a single regency alone can reach 6,000 employees, while the number of IPDN graduates in one regency district is at most only 60 to 100 people.
