Investors Need Not Worry: 1,416 Permits Can Now Be Processed in Batam
The Head of the Batam Concession Agency (BP Batam), Amsakar Achmad, has confirmed that investment licensing services in Batam have been significantly streamlined. He stated that 1,416 types of licensing and non-licensing services, which previously had to be processed through central government ministries and agencies, can now be fully completed in Batam. “This is what we call extraordinary support from the Central Government for Batam,” Amsakar told CNBC Indonesia on Friday (17/7/2026).
Amsakar revealed that the value of investment in Batam surged by 72.38% in 2025 compared to the previous year. This achievement is attributed to regulatory support from the administration of President Prabowo Subianto, particularly Government Regulation (PP) No. 47 of 2025. “For investment figures, the growth is very significant. In 2024, our investment realisation was Rp25.46 trillion, and in 2025 it became Rp44.01 trillion, a growth of 72.83%,” he said.
Other key regulations include PP No. 2 of 2025, PP No. 25 of 2025 concerning the implementation of free trade zones, and PP No. 28 of 2025 regarding risk-based business licensing. He noted that licensing is now categorised into three areas: basic services, business licensing, and business licensing to support business activities. Following a directive from the President to simplify licensing services, Amsakar and his team have overhauled the investment licensing process in Batam. “Previously, processing an environmental impact analysis (Amdal) took six months to two years, but now it is completed within 38 days. The PKKPRL for marine areas is completed within two months,” he added.
Amsakar also highlighted that Government Regulation No. 47 of 2025 has been key to the influx of investment. The regulation expands Batam’s working area from 8 islands covering 71,500 hectares to 22 islands with a total area of 152,000 hectares. This expansion is seen as a crucial foundation for driving the integration of trade, industrial, and port activities, with the strengthened licensing authority expected to accelerate investment realisation and position Batam as a locomotive for national economic growth.
