Investment Realisation Reaches Rp465.2 Trillion in First Quarter of 2025

JAKARTA - The Ministry of Investment and Downstreaming/Head of the Investment Coordinating Board (BKPM) recorded that investment realisation in the first quarter of 2025 reached Rp465.2 trillion, or 24.4 per cent of the government's 2025 target of Rp1,905.6 trillion.

Minister of Investment and Downstreaming/Head of BKPM Rosan Perkasa Roeslani said the investment realisation was supported by both foreign investment (PMA) and domestic investment (PMDN).

PMA realisation reached Rp230.4 trillion, equivalent to 49.5 per cent of the total, representing a 12.7 per cent increase year-on-year. Meanwhile, PMDN realisation stood at Rp234.8 trillion, or 50.5 per cent, rising 19.1 per cent year-on-year.

"In the first quarter, PMDN contributed more than PMA — 50.5 per cent or Rp234.8 trillion for PMDN, compared with Rp230.4 trillion or 49.5 per cent for PMA," he said at a press conference on Tuesday, 29 April.

Rosan noted that domestic investment outpaced foreign investment. "This happened not because PMA decreased, but because PMDN increased much more sharply than PMA," he explained.

The combined PMA and PMDN realisation in the first quarter of 2025 was largest in Jakarta province at Rp69.8 trillion (up 15.0 per cent), followed by West Java at Rp68.5 trillion (up 14.7 per cent), East Java at approximately Rp36.0 trillion (up 7.7 per cent), Central Sulawesi at Rp32.7 trillion (up 7.0 per cent), and Banten at Rp31.1 trillion (up 6.7 per cent).

PMA realisation in the first quarter came primarily from West Java at US$2.2 billion (15.1 per cent), Central Sulawesi at US$1.9 billion (13.2 per cent), Jakarta at US$1.7 billion (11.9 per cent), North Maluku at US$1.4 billion (9.8 per cent), and Banten at US$1.0 billion (6.9 per cent).

PMDN realisation in the first quarter came from Jakarta at Rp42.2 trillion (18.0 per cent), West Java at Rp33.8 trillion (14.4 per cent), East Java at Rp22.1 trillion (9.4 per cent), Riau at Rp18.0 trillion (7.7 per cent), and West Nusa Tenggara at Rp15.1 trillion (6.4 per cent).
