Investment Ministry Fails to Auction Rp26.46 Billion OSS System, Here's Why
The Ministry of Investment and Downstreaming/Investment Coordinating Board (BKPM) has reported a failed tender for the development of the integrated licensing system, Online Single Submission (OSS), for the 2025 fiscal year. As a result of this obstacle, funds amounting to Rp26.46 billion went unspent.
Minister of Investment and Downstreaming/Head of BKPM Rosan Roeslani revealed that the OSS development budget was sourced from the Additional Expenditure Budget (ABT), which was only approved in mid-2025.
“We have carried out the tender process, but given the complexity of the OSS system, no provider was willing to undertake the work within the remaining time available,” he stated during a working meeting with Commission XI of the House of Representatives (DPR RI) on Wednesday (15/7/2026).
The failure of the national investment licensing system tender accounted for 36.56% of the BKPM’s total remaining budget (SiLPA) in 2025. Overall, the Ministry of Investment left a remaining budget of Rp72.37 billion, or 8.23% of the total ceiling of Rp879.61 billion.
Besides the stalled OSS tender, Rosan detailed that the remaining budget was also caused by a budget block of Rp16.75 billion. This policy was a consequence of Presidential Instruction (Inpres) No. 1/2025 on spending efficiency, which placed these funds beyond the ministry’s control and rendered them unusable until the end of the year.
Furthermore, other remaining funds originated from pure efficiency measures, including procurement contract efficiency of 13.21%, self-managed activities of 18.62%, and remaining employee expenditure of 8.43%.
“Going forward, we will continue to make improvements by strengthening procurement from the beginning of the year, enhancing risk mitigation for strategic activities, and conducting regular monitoring and evaluation,” Rosan said.
Despite encountering obstacles in operational budget absorption and the improvement of the OSS system, Rosan showcased the achievement of last year’s investment realisation target. Rosan, who is also the CEO of BPI Danantara, explained that although the ministry’s budget ceiling decreased by 28.4% compared to 2024, investment realisation in 2025 successfully reached Rp1,931.2 trillion. This figure is equivalent to 101.3% of the national target set at Rp1,905.6 trillion, while growing 12.7% year-on-year (YoY).
“This achievement absorbed 2.71 million Indonesian workers, an increase of 10.4%,” Rosan said. The investment posture was dominated by Domestic Direct Investment (PMDN), which reached Rp1,030.3 trillion (53.4%), followed by Foreign Direct Investment (PMA) amounting to Rp900.9 trillion (46.6%). In terms of distribution, investment outside Java continued to show its dominance, garnering Rp991.2 trillion or 51.3% of total national investment.
