Three former officials of the Directorate General of Customs and Excise at the Ministry of Finance will face trial after the Corruption Eradication Commission (KPK) completed its investigation and handed over the case files to public prosecutors. The three individuals are Rizal, Director of Enforcement and Investigation; Sisprian Subiaksono, Head of the Intelligence Sub-Directorate at the Directorate of Enforcement and Investigation; and Orlando Hamonangan, Head of Customs Intelligence Section I at the Directorate of Enforcement and Investigation.

“Regarding the Customs case for suspect Rizal and his associates, the recipient side has undergone phase two. This means the investigation is considered complete and is now in the prosecution stage. Phase two was carried out on 4 June,” said KPK Spokesperson Budi Prasetyo at the Merah Putih Building, Jakarta, Monday (15/6). Public prosecutors have a maximum of 14 working days to prepare the indictment before transferring it to the Corruption Court.

Meanwhile, the investigation into suspect Budiman Bayu Prasojo, an employee of the Directorate General of Customs and Excise, is still ongoing. The alleged bribe givers from Blueray Cargo Group have already been tried earlier at the Corruption Court at the Central Jakarta District Court. Blueray Cargo Group executive John Field was charged with bribing several officials at the Directorate General of Customs and Excise with Rp61 billion in cash and providing entertainment facilities and luxury goods worth Rp1.8 billion.

The bribery was carried out by John Field together with Defendant II Dedy Kurniawan Sukolo, Operational Manager of Custom Clearance at the Port for Blueray Cargo Group, and Defendant III Andri, Head of the Import Document Team at Blueray Cargo Group. The bribe recipients comprised Rizal, Sisprian Subiaksono, and Orlando Hamonangan. This cluster of Customs officials will be prosecuted in a separate case file.

Of the total sum, Rizal received at least Rp14 billion, Sisprian Rp7 billion, and Orlando around Rp4.05 billion. The remainder was enjoyed by other parties who have not yet been legally processed, one of whom is Enov Puji Wijanarko, Head of Import Enforcement Section I at the Directorate of Enforcement and Investigation. The facilities provided to the Customs officials included entertainment worth Rp1.45 billion, a Tag Heuer watch worth Rp65 million for Orlando, and a Mazda CX-5 car worth Rp330 million for Enov Puji Wijanarko.

According to prosecutors, the bribes were given so that officials at the Directorate General of Customs and Excise would expedite the release of imported goods belonging to Blueray Cargo Group from customs supervision. The defendants’ actions constitute a criminal act of corruption as stipulated and punishable under Article 605 paragraph (1) letter a of Law Number 1 of 2023 concerning the Criminal Code in conjunction with Article VII number 48 Article 605 letter a of Law Number 1 of 2026 concerning Criminal Adjustments in conjunction with Article 20 letter c in conjunction with Article 126 paragraph (1) of the Criminal Code, or Article 606 paragraph (1) of the Criminal Code in conjunction with Article VII number 49 Article 606 paragraph (1) of the Criminal Adjustment Law in conjunction with Article 20 letter c in conjunction with Article 126 paragraph (1) of the Criminal Code.
