Jakarta — The introduction of Government Regulation No. 17 of 2025 concerning the Protection of Governance of Electronic System Implementation in Child Protection (PP Tunas) should involve schools to gain positive public response, according to observers.

This view was expressed by cultural commentator and digital communications observer Firman Kurniawan to Antara news agency on Tuesday, as a strategy to introduce PP Tunas to the public, particularly children and parents, to convey that the regulation is intended to protect children rather than restrict their technology use.

“Yes, so it requires hierarchical socialisation or communication starting from the decision-making process itself, and I believe schools need to be involved in the conversation,” said Firman, who teaches at the University of Indonesia.

Through schools, the government can not only introduce PP Tunas but also educate parents and children who are students about how to maintain a safe and healthy digital space, he added.

By involving schools to raise awareness about the importance of PP Tunas alongside educating on proper digital platform usage, this should create good understanding to establish an ideal and safe digital space in Indonesia for children.

“So when the state collaborates with schools to socialise both the regulation and education on what a healthy digital space looks like, especially regarding long-term implications and dangers, understanding will develop. There will be no perception that ‘the government only knows how to ban things’,” Firman said.

PP Tunas was initially introduced and formally enacted by President Prabowo Subianto in March 2025. The regulation aims to govern the management of digital platforms as electronic system providers (PSE) to deliver safe services for children.

Most recently, Communications and Digital Minister Meutya Hafid formally issued Communications and Digital Ministry Regulation No. 9 of 2026 as the implementing regulation for PP Tunas.

The regulation requires PSEs to include age restrictions for services or features offered and to conduct self-assessments to determine risk profiles. PSEs are also required to provide parental monitoring features if they require technology users to have dedicated accounts.
