Intrigue Behind Vendor's Markup of Electric Motorcycles for Nutrition Agency
The Attorney General’s Office (Kejagung) has revealed the intrigue of a vendor procuring electric motorcycles for the nutrition fulfilment service unit (SPPG) at the National Nutrition Agency (BGN). The vendor allegedly inflated the procurement price significantly, even though the electric motorcycles ordered had not yet been assembled at the time.
Andri Mulyono, Commissioner of PT Yasa Artha Trimanunggal (PT YAT) as the electric motorcycle procurement vendor, carried out price inflation from the private sector. He has also been named a new suspect in the case.
“AM carried out price inflation or markup for each unit of electric motorcycle,” said the Director of Investigation at the Junior Attorney General for Special Crimes, Syarief Sulaeman Nahdi, to reporters at the Kejagung, Jakarta, Friday (12/6).
Syarief explained that the markup was allegedly carried out with the aim of bringing the price of the electric motorcycles close to the budget ceiling prepared by BGN. Andri is suspected of having arranged the estimated price (HPS) with BGN.
“With the aim of approaching the available budget ceiling,” he said.
Andri’s company allegedly did not yet meet the requirements as a vendor for procuring electric motorcycles for SPPG or the MBG kitchens. This is because PT YAT did not yet have an active dealer and workshop in Indonesia.
“PT YAT did not yet have an active dealer or workshop and did not meet the requirements, and the procurement process had not yet begun,” he stated.
The budget for the procurement of electric motorcycles by BGN amounted to IDR 1.1 trillion. However, he has not yet detailed the price per unit of the electric motorcycle and the value that was marked up.
“The budget is correct, around IDR 1.1 trillion, more or less around that figure. Then for the markup, we are currently calculating it precisely. We can state that there is a markup because the formation of the estimated price (HPS) was carried out unlawfully,” he said.
“We are currently calculating it for certainty. But we are already certain that the price is unreasonable,” he continued.
Andri allegedly not only inflated the procurement value but also disbursed full payment from BGN before the electric motorcycles were finished being produced. Ironically, the vehicles procured were said not to conform to the required specifications.
“That AM unlawfully received full 100 percent payment for the procurement of electric motorcycles according to a manipulated handover report, as if the assembly of the motorcycles had been completed and conformed to specifications. Whereas the price and specifications of the electric motorcycles did not meet the goods standards and needs of BGN,” he stated.
Besides the markup on electric motorcycle procurement, the Kejagung suspects there were irregularities in the governance of the MBG programme, including alleged affiliations of the suspects with foundations managing SPPG and alleged markups on the procurement of shoes, tablets, and televisions. Sony Sonjaya subsequently submitted a request to be a justice collaborator (JC), naming 26 individuals in the investigation report.
The Kejagung had previously named four people as suspects in the alleged corruption case of MBG governance. They are:

Former Deputy Head of BGN Sony Sonjaya
Former Deputy Head of BGN Lodewyk Pusung
Asep Yusuf Somantri, a close associate of Sony
Commissioner of PT Yasa Artha Trimanunggal Andri Mulyono
Andri Mulyono has been charged as a suspect under Articles 603 and 604 of the Criminal Code, which regulate criminal acts of corruption related to state financial and economic losses. Andri is now detained at the Kejagung Detention Centre.
