Internet Quota Will Not Expire and Can Be Used Up, Here's What Operators Say

Jakarta, CNBC Indonesia - The Constitutional Court (MK) has ruled that internet quota purchased by the public can be used until it runs out without being burdened with additional costs. The decision is contained in Ruling Number 273/PUU-XXIII/2025, which was read out on Thursday (23/7/2026). “In real terms, quota that has not been fully used or enjoyed must still be protected as the property of the telecommunications service user to be used until the quota runs out without being charged additional fees/tariffs under the pretext of extending the active period or for any other reason,” explained MK Judge Adies Kadir. The MK also provided several options to prevent quota from being forfeited, such as quota accumulation or rollover, active period extension, transfer of benefits, compensation, refunds, and other forms of protection. Responding to the decision, Indosat confirmed that it respects the MK’s ruling and is currently studying its implications. Reski Damayanti, Director & Chief Legal & Regulatory Officer of Indosat Ooredoo Hutchison, added that the company has already provided flexibility options on a number of products through rollover and quota accumulation features. “Going forward, we will expand the variety and transparency of these service options so that customers can choose packages that best suit their needs and usage patterns proportionally,” explained Reski. In addition, Indosat is evaluating adjustments to its system support infrastructure regarding operational readiness, such as self-service customer applications, so that users can access quota usage information accurately and easily. Telkomsel also expressed its respect for the MK’s decision and its support for customer service protection and certainty. Abdullah Fahmi, VP Corporate Communications & Social Responsibility at Telkomsel, explained that the operator has provided various product and service options, including packages with rollover mechanisms on certain products. Going forward, Telkomsel will evaluate and develop services, strengthen customer handling mechanisms, and present innovations that provide added value. All of this is done while prioritising consumer protection, reliable service quality, and the sustainability of the national ecosystem. “Telkomsel is always open to dialogue and collaboration with regulators, customers, and various stakeholders to ensure services that are increasingly relevant to the needs of the community and support Indonesia’s digital ecosystem,” said Abdullah Fahmi.
