Internet Quota Will Not Expire and Can Be Used Up, Here's What Operators Say
Jakarta, CNBC Indonesia - The Constitutional Court (MK) has ruled that internet quota purchased by the public can be used until fully depleted without additional charges.
The decision is set out in Decision Number 273/PUU-XXIII/2025, read out on Thursday (23/7/2026).
“In real terms, quota that has not been fully used or enjoyed must remain protected as the property right of telecommunications service users so that it can be used until the quota is exhausted, without additional fees or tariffs on the pretext of extending the active period or for any other reason,” explained Constitutional Court Judge Adies Kadir.
The Court also offered a number of options to prevent quota from expiring, such as accumulation or rollover of quota, extension of the active period, transfer of benefits, compensation, refunds, and other forms of protection.
In response to the decision, Indosat affirmed that it respects the ruling and is studying its implications. Reski Damayanti, Director & Chief Legal & Regulatory Officer of Indosat Ooredoo Hutchison, added that the company has provided flexibility options on several products through rollover and quota accumulation features.
“Going forward, we will expand the variety and transparency of these service options so that customers can choose the package that best suits their needs and usage patterns proportionally,” said Reski.
In addition, Indosat is evaluating adjustments to its supporting system infrastructure related to operational readiness, such as self-service customer applications, so that users can access quota usage information accurately and easily.
Telkomsel likewise expressed its respect for the Constitutional Court’s decision and its support for the protection and certainty of service for customers. Telkomsel’s VP of Corporate Communications & Social Responsibility, Abdullah Fahmi, explained that the operator has provided a wide range of products and services, including packages with rollover mechanisms on certain products.
Going forward, Telkomsel will evaluate and develop its services, strengthen its customer handling mechanisms, and introduce innovations that deliver added value. All of this will be done whilst continuing to prioritise consumer protection, reliable service quality, and the sustainability of the national ecosystem.
