Intercity Buses Under Strict Supervision, Millions of Trips Found Indicating Violations

The Ministry of Transportation (Kemenhub) is strengthening supervision of intercity interprovincial (AKAP) transport services. This step is being taken to increase operator compliance while ensuring the public receives safe and secure public transportation services.

Supervision is conducted through the monitoring of bus operations at Type A passenger terminals (TTA) spread across Indonesia. The Ministry of Transportation utilises the Terminal Online System (TOS) application to monitor vehicle operations and operator compliance in a more measurable manner.

The Director General of Land Transportation at the Ministry of Transportation, Aan Suhanan, stated that the supervision aims not only to identify and record violations but also to use the obtained data as material for evaluation and coaching for operators.

“We are conducting supervision not merely to record violations, but most importantly, so that the results can serve as material for evaluation and coaching to ensure that AKAP operator compliance continues to increase and improve,” said Aan in a statement confirmed in Jakarta on Sunday, 4 October 2026.

Nearly 6 Million Bus Trips Monitored

The Directorate General of Land Transportation’s supervision was carried out during the period from 1 January to 2 October 2026. Monitoring took place across 115 Type A passenger terminals throughout Indonesia.

During this period, millions of AKAP bus trips departing from or arriving at Type A terminals were recorded.

Ministry of Transportation data shows:

  • 2,875,901 vehicle trips departing from TTA.

  • 2,985,183 vehicle trips arriving at TTA.

  • 38,188,027 passengers recorded departing.

  • 36,975,009 passengers recorded arriving.

Of the nearly 2.9 million departing vehicle trips, 1,266,549 trips, or 44.04 per cent, were recorded as having no violations. Meanwhile, 1,609,352 trips, or 55.96 per cent, were indicated to have committed violations.

For arriving vehicles, 1,327,171 trips, or 44.46 per cent, were deemed to have no violations, while 1,658,012 trips, or 55.54 per cent, were indicated to have committed violations.

Route Deviations are the Most Common Violation

The Ministry of Transportation discovered several types of violations during the AKAP bus operational supervision. The most frequent violations related to route deviations.

Subsequent violations concerned the validity period of supervision cards or transport operation permit cards (KPS). Additionally, officers also found vehicles with expired periodic inspection periods (BLUe/KIR).

For vehicles departing from Type A terminals, the following were recorded:

  • 973,854 route deviation violations.

  • 416,877 expired BLUe/KIR inspection violations.

  • 701,404 expired KPS permit violations.
