Integrated RDTR Accelerates Automatic PKKPR Issuance
The integration of the Detailed Spatial Plan (RDTR) with the Online Single Submission Risk Based Approach (OSS RBA) system accelerates the automatic issuance of Spatial Utilisation Activity Conformity Approvals (PKKPR) for business actors who meet the requirements. This mechanism has been in effect since the issuance of Government Regulation Number 28 of 2025 on 5 June 2025, as part of the government’s effort to improve the efficiency of business licensing services.
Through the OSS RBA system, a Confirmation of Spatial Utilisation Activity Conformity (KKPR) document can be issued automatically if the business location is in an area that already has an integrated digital RDTR. The system matches the coordinate points of the business location with the RDTR map and checks the conformity of the Indonesian Standard Industrial Classification (KBLI) code before issuing the document electronically.
Automatic issuance can only occur if the business area has an RDTR integrated with OSS and the location data and KBLI code comply with zoning regulations. If all requirements are met, the KKPR document can be issued in a matter of minutes up to a maximum of one working day without undergoing a technical assessment or incurring Non-Tax State Revenue (PNBP) fees. Conversely, if the business location is not yet within an area with an integrated RDTR or if there is a data mismatch, the application will be processed through a KKPR approval mechanism that requires document examination, technical considerations, and PNBP payment in accordance with applicable regulations.
The government noted that as of 13 May 2026, a total of 570 RDTRs had been integrated with the OSS system. The increase in the number of integrated RDTRs expands the areas that can utilise the automatic issuance mechanism, making the business licensing process faster while providing legal certainty for business actors. As the number of RDTRs connected to OSS grows, more business actors have the opportunity to obtain KKPR documents automatically without going through a technical assessment process.
The application for PKKPR through the OSS system begins with the creation of access rights by the business actor. After that, the applicant fills in business data, selects the appropriate KBLI code, and provides the address and coordinate points of the business activity location. The next stage is system validation. OSS will match the location data with the integrated RDTR map. If the validation results meet all requirements, the KKPR document is issued automatically. Meanwhile, applications that enter the manual approval route may take approximately five to 39 working days, depending on the need for technical recommendations and the assessment process by relevant agencies.
Government Regulation Number 28 of 2025 also opens a KKPR approval mechanism without document assessment for certain conditions as stipulated in Article 27. This scheme serves as an alternative for business locations not yet covered by an integrated RDTR but which meet the requirements set by the government. In the approval route, the process is carried out through administrative checks and technical considerations in accordance with applicable regulations before the document is issued.
The issued spatial conformity document is valid for three years from the date of issuance. This document serves as the basis for the land acquisition process and the processing of further business permits. Document holders are required to carry out business activities in accordance with the approved location and spatial designation.
