Integrated OSS Licensing System Not Yet Realised, Here's What Rosan Says

Minister of Investment and Downstreaming/Head of the Investment Coordinating Board (BKPM) Rosan Roeslani has explained that the development of the Online Single Submission (OSS) system has not been fully realised because the government is carrying out a comprehensive system upgrade so that it can be integrated with various ministries and agencies.

According to him, significant changes to the OSS began after the issuance of Government Regulation Number 28 of 2025, which enables the electronic integration of licensing services with the relevant ministries and agencies.

“Regarding OSS, that is quite right, there has indeed been a significant change, if I may report, since the issuance of PP 28, which was — apologies — since October 2025, we have been able to integrate electronically with other ministries. So we really had to upgrade, because otherwise our system would become too heavy,” Rosan said during a hearing with Commission XII of the House of Representatives (DPR RI) on Wednesday (15/7/2026).

Rosan revealed that the system improvement process had encountered obstacles because the budget was only received in October 2025. This meant the project’s implementation period was insufficient, requiring the procurement process to be repeated.

“So the vendors did not have enough time, and we had to repeat the tender. So there was indeed unabsorbed budget in OSS. But what we are doing is precisely so that, in the end, we can use the maintenance budget,” he said.

Nevertheless, Rosan affirmed that his side will continue the development of OSS by utilising the available maintenance budget.

The upgrade aims to improve the quality of OSS services through the application of more modern technology, including the use of blockchain and artificial intelligence (AI).

“Now we are in fact integrating it with the existing blockchain system and also with AI. So this programme is indeed multi-year, and coincidentally we also monitor it continuously, with the hope that it will become better and better, because it is being integrated electronically with ministries, which perhaps was not done previously,” Rosan said.
