Integrated OSS Licensing System Not Yet Realised, Here's What Rosan Says

Jakarta, CNBC Indonesia - Minister for Investment and Downstreaming/Head of BKPM Rosan Roeslani has explained that the development of the Online Single Submission (OSS) system has not been fully realised because the government is carrying out a comprehensive system upgrade to enable integration with various ministries and agencies. According to him, significant changes to the OSS began after the issuance of Government Regulation Number 28 of 2025, which allows the electronic integration of licensing services with relevant ministries and institutions. “Regarding the OSS, it is true that there have been significant changes. If I may report, since the existence of PP 28, which, apologies, has been in effect since October 2025, we have been able to integrate electronically with other ministries. So, we indeed had to upgrade because otherwise our system would become too heavy,” Rosan said during a hearing with Commission XII of the Indonesian House of Representatives on Wednesday (15/7/2026). Rosan revealed that the system improvement process was hampered because the budget was only received in October 2025. This meant the project implementation time was insufficient, forcing the procurement process to be repeated. “So, the vendors did not have enough time, and we had to re-tender. Therefore, there was an unabsorbed budget in the OSS. But what we are doing now is using the maintenance budget,” he said. Nevertheless, Rosan stressed that his party would continue the development of the OSS by utilising the available maintenance budget. The upgrade aims to improve the quality of OSS services through the application of more modern technology, including the use of blockchain and Artificial Intelligence (AI). “We are now integrating it with blockchain systems and existing AI. So, this programme is multi-year, and we are constantly monitoring it. The hope is that it will be much better because it is integrated electronically with ministries in a way that may not have been done before,” Rosan said.
