Commission I of the West Java DPRD received a working visit from Commission A of the East Java DPRD for consultations on village development planning programmes. The meeting discussed various strategies for rural community empowerment and support for infrastructure development deemed successful in West Java.

Member of Commission I of the West Java DPRD, Sidkon Djampi, stated that the visit was prompted by the East Java DPRD’s interest in several programmes initiated by the West Java Provincial Government, particularly in infrastructure development and village empowerment.

“Commission A of the East Java DPRD visited because they were inspired by the infrastructure development and village empowerment programmes implemented in West Java,” said Sidkon on Tuesday (7/4/2026).

He explained that one programme of particular interest is the financial assistance from the West Java Provincial Government for village road construction. By regulation, village road construction is the responsibility of the village government, county roads fall under the county/city government, and provincial roads under the provincial government.

However, Sidkon noted, the West Java Provincial Government currently has room to intervene through a provincial financial assistance scheme to support village road development.

“This is what the East Java DPRD inquired about, from the validity of the programme, the maximum amount of assistance, the application procedures, to its legal basis,” he said.

Sidkon added that in terms of legality, the programme is not regulated in a Regional Regulation (Perda), but through West Java Governor’s Regulation No. 22 of 2025. This regulation is a derivative of the adjustment to Law No. 2 of 2022 on the second amendment to Law No. 38 of 2004 on Roads.

“The regulation provides space for the provincial budget to be used to assist village road development. This is an innovation in accelerating infrastructure development in rural areas,” he said.

Through this consultation, it is hoped that there will be an exchange of information and best practices between regions, so that village empowerment programmes and infrastructure development can be further optimised in driving equitable development across various areas.
