JAKARTA — The Jakarta Inspectorate examined three officials from Kalisari sub-district, East Jakarta, after findings of photo manipulation using artificial intelligence (AI) to follow up on citizen reports through the Jakarta Kini (JAKI) app.

The examination results indicated that the Public Facilities and Infrastructure Handling Officer (PPSU) was proven to have fabricated report photos, while the lurah and two other Kalisari officials were deemed negligent in supervision.

“The examination results show that the AI photos were created and uploaded by the PPSU to respond to illegal parking reports from the JAKI app,” said East Jakarta Mayor Munjirin when confirmed on Wednesday (8/4/2026).

The examination was conducted on the Kalisari Lurah, the Head of the Economy and Development Section (Kasi Ekbang), and the Head of the Government Section. The three were examined following citizen reports that were responded to using AI-manipulated photos.

“So the inspection results from the Inspectorate state that the Kalisari Lurah, Kasi Ekbang, and Kasi Pemerintahan were deemed negligent in controlling and supervising their subordinates’ duties, namely the PPSU,” said Munjirin.

Previously, the East Jakarta City Government (Pemkot) deactivated the Kalisari Lurah after the Jakarta Inspectorate found negligence in supervision related to the use of manipulated photos to follow up on citizen reports through the JAKI app.

“The deactivation of the Kalisari Lurah is until the continuation of the inspection results is completed,” he explained.

Meanwhile, the relevant PPSU officer was issued a First Warning Letter (SP1) for fabricating follow-up actions on reports using AI on their own initiative.

This photo manipulation was uncovered by a netizen complaining about illegal parking on residential streets in Pasar Rebo, East Jakarta. The Threads account owner @seinsh stated that residents had reported the illegal parking issue up to the sub-district level.

Residents also reported it through the JAKI app. However, the report was said not to be resolved. The reporter also claimed to have received evidence of follow-up that was suspected to have been manipulated using artificial intelligence (AI).
