The Inspector General of the Ministry of Immigration and Corrections, Commissioner General Rudi Setiawan, stated that a luxury cluster at the Class II A Cibinong Prison in West Java was built without permission and is not registered as state-owned property (BMN). Rudi noted that the buildings were constructed through self-funding.

“Regarding the buildings, they did not originate from the state budget (APBN). They were built through self-funding,” said Rudi Setiawan during a press conference at the location on Wednesday (30/09/2026).

Rudi also emphasised that the luxury cluster lacks the necessary permits. He noted that the buildings were constructed on a riverbank.

“This is not registered as state-owned property (BMN). Furthermore, there is no permit to construct these buildings because, as we can see together, this is a river riparian zone; building here is prohibited,” he asserted.

Furthermore, Rudi addressed findings from the Ombudsman. He stated that information has been obtained regarding the individuals occupying the luxury cluster following an Ombudsman inspection.

“As seen by the Ombudsman, there are buildings being occupied or inhabited, as evidenced by photographs. We have obtained information regarding who is there, and we are following up on who allowed this to happen and so on,” he said.

Rudi concluded that there has been an abuse of authority at the Cibinong Prison. He emphasised that the sanctions for such violations would be severe.

“Sanctions range from demotion and suspension to dishonable discharge. We have identified the individuals and conducted examinations last night, including with the Deputy Chairman of Commission XIII of the House of Representatives (DPR), regarding the prison warden. We are confronting previous information with what was discovered last night,” he explained.

The luxury cluster at the Cibinong Class IIA Prison is now being demolished. The demolition process began at 12:45 WIB on Wednesday (30/09/2026), with a purple excavator deployed to the site.

Demolition commenced at official residence number 3. The excavator was seen pushing through the canopy and walls of the house. The front yard of the residence also collapsed after being struck by the excavator. The machinery then moved further into the structure to level the central part of the building.

The same process was carried out for official residences number 4, 5, 6, and 7. The Director General of Corrections, Mashudi, along with members of Commission XIII of the DPR, were present to monitor the demolition process.
