Innovations in Digital Identity Activation Across Regions

The Kepulauan Seribu Civil Registration and Population Office has achieved the highest national ranking for digital identity activation by bringing services directly to residents across its scattered islands. Rather than waiting for citizens to visit government offices, officers travel by boat and go door-to-door under the ‘Pagi Samudera’ programme, an acronym for ‘Morning Visiting Family Homes’. The initiative targets housewives and family members before they leave for work, and also visits schools to register teachers. For fishermen who work at night, officers adjust their schedules to meet them when they return from the sea. This approach has resulted in a 69.33 percent activation rate of the Digital Population Identity, the highest in Indonesia, despite the logistical challenges of serving a population of around 30,200 spread across islands with limited government offices. The head of the Kepulauan Seribu office, Raditya Wirawan, stated that collaboration with other regional agencies is key, as teams often share boats to reach remote islands efficiently. He emphasised that the ultimate goal is not just activation, but ensuring the digital identity is used to simplify access to public services.

Meanwhile, the West Jakarta Civil Registration Office secured fourth place nationally by shifting its service hours to match residents’ schedules. Recognising that most citizens work during standard office hours, officers conduct ‘after-hour’ services in neighbourhood halls and shopping centres during the evening. The team also visits schools to activate digital identities for students who have turned 17 and are eligible for electronic identity cards. The head of the West Jakarta office, Gentina Arifin, acknowledged that this requires staff to work late into the night, but argued that public service must adapt to the rhythm of people’s lives. She noted that the real challenge lies not just in increasing the 38.81 percent activation rate, but in ensuring the digital identity becomes a meaningful tool for accessing public services.
