Jakarta (ANTARA) - The Vice Chairman of the Jakarta Provincial Information Commission, Luqman Hakim Arifin, stated that the Public Information Disclosure Index (IKIP) must be more oriented towards impact on the community rather than simply measuring the administrative compliance of public bodies. This was conveyed during a public hearing for the evaluation of the 2021–2025 IKIP implementation, organised online by the Central Information Commission on Monday.

Luqman assessed that the implementation of the IKIP thus far has shown that public information disclosure provides a positive impact on society. However, he noted that the measurement methodology needs continuous refinement by incorporating indicators that measure the impact of information disclosure, the use of digital data, leadership commitment, and field condition validation.

Furthermore, Luqman highlighted the ongoing capacity gap between regions in the implementation of public information disclosure, specifically regarding human resources, information technology infrastructure, and budgetary support. “Therefore, the measurement of the IKIP needs to consider the conditions of each region so that the evaluation results can truly drive improvements that impact the public,” he said.

Luqman also encouraged the strengthening of digitalised public information services that are integrated between the central and regional governments. According to him, the public requires information access that is easy, fast, and connected through various service channels. “In the future, there needs to be an integration of public information services between the centre and the regions so that the public does not have to search for information across various separate platforms,” he added.

Luqman also stated that a comprehensive and continuous evaluation is necessary so that the resulting recommendations can strengthen the governance of public information disclosure at both national and regional levels. Furthermore, he highlighted that the 2025 IKIP results experienced a decrease of 9.22 points to 67.43, remaining in the “Moderate” category. He noted that this condition should serve as both an alarm and a momentum for collective evaluation among all stakeholders.

“This decline in the IKIP value should not be interpreted as a regression, but rather as a collective reflection to strengthen the implementation of public information disclosure in Indonesia,” he emphasised.

Meanwhile, Commissioner of the Central Information Commission, Rospita Vici Paulyn, explained that the IKIP is an instrument to capture the implementation of public information disclosure down to the regional level through various dimensions, such as politics, law, and economy. According to her, the measurement results show that only five provinces have achieved the “Good” category, while several regions still face challenges such as low information disclosure literacy and limited human resources.
