Infographic: Fines and Sanctions for Illegal Hajj Pilgrims
Saudi Arabia is tightening regulations for foreigners and residents entering the city of Makkah during the 2026 Hajj season. Only individuals with special permits and Hajj visas are permitted to enter Makkah. Fines and sanctions will be imposed on violators, specifically:
For pilgrims or individuals entering Makkah illegally:
A fine of 20,000 Saudi Riyals (Rp 91 million).
Deportation to their home country.
A 10-year ban on entering Saudi Arabia.
For parties facilitating illegal entry into Makkah:
- A fine of 100,000 Saudi Riyals (Rp 459 million).
These rules apply from 18 April to 31 May 2026. However, there are six categories that can enter Makkah without a Hajj visa, provided they register and obtain approval from Saudi authorities through the Absher platform. These categories include:
Premium Residents (a special visa allowing foreigners to live, work, and own property in Saudi Arabia)
Investors
Nationals from Gulf Cooperation Council (GCC) countries
Non-Saudi mothers of Saudi nationals
Non-Saudi family members
Domestic workers.
