Ineligible for MBG Partnership: Foundations Affiliated with Dadan Hindayana Under Investigation by Attorney General's Office
The Attorney General’s Office (Kejagung) is continuing its investigation into alleged corruption regarding the management of the Free Nutritious Meal (MBG) Programme for the 2025-2026 fiscal year, involving the former Head of the National Nutrition Agency (BGN), Dadan Hindayana, alongside two former Deputy Heads, Sony Sonjaya and Lodewyk Pusung.
Investigators have begun inventorying foundations suspected of being affiliated with the three suspects to ensure the legality of their involvement in the development of Nutrition Fulfilment Service Units (SPPG). The Director of Investigation at the Agung’s Office of Special Crimes (Jampidsus), Syarief Sulaeman Nahdi, stated that this step is being taken in coordination with the BGN.
“We will coordinate with the BGN because we are currently inventorying which affiliated foundations are ineligible to receive funds or act as partners for the BGN,” he said on Wednesday, 3 June 2026.
According to Nahdi, under existing regulations, the development and management of SPPGs should be carried out by foundations operating within school environments. However, in practice, the suspects allegedly provided special attention to ensure that foundations affiliated with them could pass the verification process to become BGN partners. Under this scheme, these foundations allegedly profited from operational incentives provided to each operating SPPG.
Syarief explained that the form of affiliation does not always involve the suspects’ names directly. “The form of affiliation means that these foundations are, so to speak, owned through other people. That is what is meant by being affiliated—owned or controlled by the suspects via proxies,” he said.
Beyond the development of SPPGs, investigators have also uncovered alleged irregularities in several procurement projects within the BGN. In this case, the three suspects allegedly intervened with Commitment Making Officers (PPK) so that the preparation of Terms of Reference (KAK) was not based on the actual needs required to support the Free Nutritious Meal Programme.
The Attorney General’s Office has revealed several procurement findings, including the procurement of 21,801 electric motorcycles valued at approximately Rp1 trillion, the procurement of 32,000 pairs of shoes suspected of non-compliance and price markups, the procurement of over 31,000 tablets also suspected of non-compliance and markups, and the procurement of 5,400 75-inch televisions suspected of price inflation.
