Industrial Design Bill: Indonesian House of Representatives Begins Deliberations with Government

Jakarta, Kompas.com — The Special Committee (Pansus) for the Draft Law on Industrial Design in the Indonesian House of Representatives (DPR) has begun discussing the bill with the government. Deputy Chairman of the DPR’s Special Committee on the Draft Law on Industrial Design, Franciscus Sibarani, explained that the bill aims to strengthen national intellectual property protection in the digital and global economy. Law Number 31 of 2000 is deemed no longer fully relevant to current industrial dynamics. ‘The Industrial Design Law has aged more than two decades. In that period, there have been various developments and dynamics in industry that require strengthening regulations to provide robust legal protection while supporting the business climate and the creativity of the people,’ Sibarani told reporters on Wednesday (20 May 2026). Protection of industrial designs must be more accessible, especially for Micro, Small and Medium Enterprises (UMKM), Small and Medium Industries (IKM), and local designers who still face various obstacles in registration and legal protection of their works. ‘We must not let the creativity and innovation of the nation’s children be left behind because the protection system is difficult to access. The state must provide legal certainty while also encouraging a healthy and competitive business climate,’ he said. According to him, regulations must be able to follow developments in modern promotion and marketing patterns without reducing the principles of intellectual property protection. He also sees the need for a faster and more adaptive protection system for products with short commercial cycles such as fashion, crafts, and textiles. So that national creative industry players can be more competitive and protected amid fast-moving market dynamics. Sibarani hopes the discussion on this Bill will yield regulations that are modern, fair, and capable of strengthening the national creative industries ecosystem. ‘This Bill is expected to not only provide legal certainty but also drive innovation, creativity, and national economic growth,’ Sibarani added.
