The government has revealed the latest developments in the compliance of digital platforms with the implementation of PP Tunas and its derivative regulations. PP Tunas is Government Regulation No. 17 of 2025 on the Governance of Electronic System Operators in Child Protection. The regulation, effective from 28 March 2026, aims to protect children in the digital space. Minister of Communication and Digital (Menkomdigi) Meutya Hafid explained that since the implementation of PP Tunas, the government has continuously monitored compliance through intensive oversight and formal and informal communications with platforms. “We assess progress objectively and, of course, fairly based on concrete steps and not just paper commitments,” Meutya stated during a press conference at the Komdigi Office in Jakarta on Tuesday (14/4/2026). In the latest developments, the government has expressed appreciation to TikTok, which is considered to have joined efforts in child protection. The short video platform has submitted a letter of commitment to comply with PP Tunas and its derivatives, while publicising a minimum user age of 16 years in its help centre and promising to update its implementation. The government also noted that TikTok is a platform that has reported concrete enforcement results. As of 10 April 2026, TikTok deactivated 780,000 accounts of users under 16 years old in Indonesia. Based on the average takedown rate, the number is estimated to approach 1 million accounts by today. The government is encouraging other platforms to promptly report similar handling figures. On the other hand, the government highlighted Roblox’s global feature adjustments. Although noting significant changes, the government assesses that gaps remain because child accounts can still communicate with unknown users. Therefore, the government cannot yet declare Roblox compliant with PP Tunas and requests further improvements. “This means we still assess that there is no compliance with PP Tunas. We note positive points and are confident that Roblox will continue to make improvements to perfection in following PP Tunas,” she emphasised. Overall, out of eight priority monitored platforms, the government stated that it has received compliance commitments from X, Bigo Live, and the entire Meta group, namely Instagram, Facebook, and Threads, as well as TikTok. Meanwhile, two platforms still under evaluation are Roblox and YouTube. “We will continue to communicate both formally and informally in discussions regarding features with the two platforms that have not yet complied, namely Roblox and YouTube,” she said. 19 Other Countries Previously met, Meutya mentioned that around 19 countries are waiting for Indonesia’s steps to then implement similar policies. “This has been done in Australia and there are about 19 other countries waiting for implementation in Indonesia to then be applied in each country,” Meutya said when met at the Komdigi Office on Monday (13/4/2026).
